Run hot while driving in the city

If it hot outside (70 degrees or higher) and I'm driving in the city my 1987
SAAB 9000 gets close to the Hot indicator but if I drive two or more blocks
without stopping then it goes back in the middle. Any ideas?

It could be the cooling fan or its thermostat that isn't working.
I would try to connect the fan directly to the 12V ( but first disconnect
the thermostat ) and see if it's spinning.
