I looked inside and outside the wheel well for the charcoal canister and cannot find it. I gather this should be obvious - do I need to remove the wheel or anything else to find this canister?

the canister, on at least 85.5 and later, is on the driver's side behind
the front inner fender near the door hinge.

if it was replaced could that decrease any fuel odor (all else being equal)? I think it must be gunky by now.

probably not, there is valving and control stuff that is more likely at
fault, unless the canister is cracked. there is a complex vapor
separator at the fuel entry point, there is a vacuum purge that sucks
the saved vapor into the mainfold when you start the car.

sniff around and find where the smell is coming from

I didn't look at the fuel tank of an 84 I fixed, my 85.5 has a plastic
tank. the 87 S had a plastic tank.
