'89 Maxima failed NOx

I had my '89 Maxima emission tested here today and it failed the NOx
threshold of 878 ppm with a score of 1575 ppm.

Wondering if anyone here could tell me what the most likely fixes
would be to bring this down to the pass level.

So far I'm leaning towards the EGR valve and vacuum lines.
Testing facility mentioned that it could also possibly be the
catalytic converter failing, though that was replaced at considerable
cost about 3 years ago.

Car has 211000 km (131,000 miles) on the odometer....
