While I expect that there would be a demand for odometer re-programming
units for illegal purposes, I personally would use one on my own car
quite legitimately if I had access to one.
I've just bought a car with about 15000km on the clock and I quite like
the idea of being able to set that to zero so that it shows only the
mileage done since I got the car.
When the time comes to sell the car I could do one of two things: Either
I could leave it as is and simply tell the buyer that the true mileage
is 15000km more than that shown or I could re-set it to show the correct
total mileage. Either way I would be being 100% honest and I see no
problem with that.
Certainly my use of the re-programming device would in no way have been
dishonest at all.
I appreciate that in some parts of the world it may well be illegal to
use such a device for ANY reason and, obviously, that would cast things
in a different light.

In fact, you are right about the legal issues here. Anything "done" to your
odometer as long as it is disclosed, you are in no way committing any
offence.
I would also personally reset my odometer for fun as long as it is not too
expensive.

Thanks for the advice. I tried it and it worked really well. I took
10000 off the clock.
