94 GSR header and other mods recommendations?

Any recommendations for an after-market header (brand and model) for a '94
GSR? It has to be street-legal in California and as quiet as possible.
Price up to $400. Also, what other mods would give me the most power/torque
improvement while keeping the car inconspicuous? It's stock looking (except
for 16' wheels and Dunlop SP9000 tires) and sounding, and I definitely do
not want to turn it into a magnet for cops and thieves. Thanks,

got a 95`gsr with a dc header only,iceman(full) and got 151hp at the
wheels.also have a rps carbon clutch,steel brakelines,porterfeild r4 carbon
pads,power slot rotors,dc strut brace.looks like a plain vtec, but sures
goes/stops better!
