cruise control troubleshooting

vehicle is a 1998 Chevy K-1500 truck
problem is cruise control is very erratic
when you tap the switch to engage it, it can take anywhere from 30
seconds to 3 or 4 minutes before it engages, and when it does engage, it
won't hold speed very long, especially on hills.
Did a visual check to see if there was a loose cable or electrical, but
everything looks ok.
It'n not a vacuum system, so no loose or cracked hoses to worry about,
right?
Any ideas on what to look for before I have to take it to a dealer and
pay $300 or more for them to tell me it's a broken widget?

The cruise control is designed to work with factory specification "inputs"
to its controller. One input is the speed of the vehicle. This is based on
the size of the tires. So are there factory spec tire sizes installed? Or
were larger/smaller tires installed? If tire sizes were changed, that could
be a problem.

Then other than that, you would need a factory wiring diagram (which can be
found in a factory service manual) and a voltmeter. Then test each switch
and electrical input to the cruise control controller to be sure everything
is doing what it should. (Control switches, brake switch, vehicle speed
sensor, etc.) Get a factory service manual at helminc.com or order from a GM
dealer.

If you don't know how to use a voltmeter and test electrical circuits, take
it to the dealer.
