Who Was Troy West?

He was supposedly on the first floor during the motorcade and didn't
hear any shots. Was he ever interviewed? People supposedly on the
second floor that I have no interviews for are Lee Watley and Carol
Hughes.

I think he was the guy in charge of the wrapping paper and tape area.

Troy West was a full time employee of the TSBD and in charge of wrapping
