Am I to gather from this that only the characters within the 32-126
range are considered *true* ASCII, rather than such as VT100 or ANSI?

Neither VT100 nor ANSI has anything to do with ASCII. VT100, ANSI, XTERM and
others are standards which define special-chars, such as "highlight",
"italics", cursor-moves etc.
ASCII is a character-set, like iso-latin1, ibm-codepage 850 etc.
ASCII is a character-set which is pure 7-bit clean and contains no
control-characters (as 0x07 "Bell" or so).

0-127 are the only true ASCII (as defined in ISO-646).
But 32-126 are considered the _subset_ of ASCII usable for art,
because too many newsreaders and file viewers can not handle the
0-31 and 127 properly.

VTxx0 and ANSI are terminal control sequences, not characters at all.
Equally PC-473 (often miss-called ANSI or DOS) and ISO-8859-x and
ISO-10646-UTF-8 are expanded character sets with 128-255 and as
such are not wellcome, because many newsreaders and file viewers
do not understand them.

Just to pick one more nit, codes 32-126 are the *printable* ASCII
characters. ASCII art uses those, as well as the characters 10 and
13 (depending on local conventions) for line breaks.
An ascii picture is a matrix of printable ASCII characters,
usually stored and transmitted as lines of plain ASCII text
separated by line breaks (CR, LF or CR/LF).
An ascii animation is a sequence of ascii pictures shown at
regular intervals to simulate motion. While these have been
traditionally separated by ASCII Form Feed characters, many
other storage and display conventions exist today.
Should this be in the FAQ, just so we can quote it the next time
someone tries to stretch the rules?

When Yahoo! took over Geo, I was flabbergasted to discover that a Yahoo!
person had taken the name "llizard" (after I had made my GeoPage) and
because Y! bought Geo, I was told I had to change my name. (To the
victor go the spoils) That is one of the reasons I left Geo. (There are
several other tedious reasons that I refuse to drone on about any more.)
So that means that there are TWO llizards. Even though I have never
personally met the other llizard, I feel certain (being the egotistical
and vain llizard that I am) that I am smarter than the other llizard.
And I have the medal to prove it:

And how many llizards were there in 1996?
As far as I know, there was only one llizard (me) in 1996. DRAT!!! And
THAT can only mean that I'm NOT smarter than the average llizard because
when I received it I thought that medal actually meant something.
