Win 10 Recovery

My wife's laptop has started to give problems. It wouldn't
let me install the latest version of CCleaner or
Malwarebytes. Trying to run the originals, it suggests they
have been uninstalled.

I've backed up all the data and used MozBackUp to save
Firefox and Thunderbird.

I know that I can use a Win 10 installation disc from
another machine but my question is this:

Can I create a USB installation/repair drive from a machine
with problems? I suspect that when any installation/repair
medium is created it is from the compressed backup files
rather than from the 'live' files in the machine.

I would have used the DISM/sfc route but it needs elevated
privileges and that triggers the same error message that I
got before. Catch 22!

Any advice appreciated.
