A reasonably fair way to compare the cast of all wood selfbow and horn
sinew composite bow is to compare the world distance or speed record of
each at the same draw weight and same arrow weight. Is there any way we
can find such a record? It would be real nice to find the record for 50#
bow and 500 grain arrow.

I suspect all wood bows would shoot faster than horn bows "with the same
reflex, draw weight, and draw length" at 50# and 28". But it's not fair
to handicap horn bows that way. If we compare bows with the same MASS,
reflex, draw weight, and draw length, all wood bows might shoot faster
than fiberglass bows within certain parameters.
Bows do not shoot arrows themselves. The only major limiting factor for
human shooters is the draw weight. Requiring "the same reflex, draw
weight, and draw length" would not be fair to horn bows, Japanese yumis,
Egyptian deflex tip bows. People can adjust their draw length rather
easily. But they cannot increase the maximum draw weight that easily.
To be fair we should just ask how far or fast a bow can shoot a certain
weight arrow (regardless of how long it is) at a certain maximum draw
weight (regardless of how long the draw length is, within reason of
course).

So far as I can tell, they don't limit the draw length in the flight
archery competition.
Cf. http://www.usaarcheryrecords.org/FlightPages/FlightIndex.htm

According to the world record 2009 primitive self bows are doing better
than primitive composite bows. Quite possibly due to the skill of Dan
Perry. But if they are really not limiting the draw length, at 50# and
under class all wood bows might really be better than composite bows. Now
I wonder about what happened to the Perry reflex (simple composite)
bows. ;-)

Just because it takes so long to make horn bows, if we wanna compare
them with all wood self bows, we better find well made horn bows and try
to make wooden bows that would be a fair match to them. IMHO it would be
sufficient to match the maximum draw weight and use the same weight (but
not necessarily of same length) arrows. This will definitely take a
shooting machine. Is there any good design plan for a simplest homemade
shooting machine somewhere?
