Yes, this all happened in the stinky banana republic of Pennsylvania. But DNA on the stamps and envelopes of the letters which Chambers claimed that Nawrocki sent to her to terrorize her just happened to be the DNA of the "victim," Joanne Chambers.
And the producers of Forensic Files found that like Mad Martha Grist, Joanne Chambers had a history of Munchhausen Syndrome, that she had made up tales of being persecuted and claimed somebody wiped shit all over her desk and chair in her schoolroom where she taught school. She was fucked in the head.
