RewriteRule works occassionally

Hi
     
I have this rule
 
RewriteEngine  On
RewriteRule   (config|php|script) - [F,NC,L]
 
For some unexplained reason the following is not detected from an IP in Lithuania.
 
/mysqladmin/scripts/setup.php
 
However, if I key it in myself directly to a browser's URL field it is detected.
 
Any ideas?
