painting and plates

I wonder if anyone can help.

I discovered an oil painting in my fathers loft. Its about 30 inches by
20 inches, a country scene of a river, large gnarled trees, a pathway
with a man on foot, a river bridge giving access to rising ground with a
smallholding, cows in field etc.
It was in poor condition, very dirty and dark. I spent a considerable
sum having it professionally refurbished and cleaned, backed with a new
canvass on a new stretcher. It is great and I love it dearly. It was
returned as an oil painting, artist unknown, but I have since discovered
a signature in the bottom R.H. corner hardly noticeable because it is
painted in a similar colour to that which surrounds it. The name of the
artist is W. Richard.

Further to this I am also in possession of 3 old wall plates, hand
painted with french scenes, vis: young maids marvelling at fish in a
tank, a weeping young lady offering a broken pitcher to a travelling
repair man who glued and stapled broken articles together again, and
thirdly- a young man and woman being enticed into the french eating
house by the owner of the establishment, all very charming. The
interesting park is the one of these plates is signed by F. Richard
dated 1761.

Could these two artists W. Richard and F. Richard be related. ?
Any information would be greatly received.
