DUTIES: Hiring Rate is $1,095.74 biweekly. Serve as leader for FWC's
Manatee Photo-ID Project. Assist with research on the assessment of manatee
populations through the use of photo-identification techniques to provide
data for mark-resight analyses of survival, reproduction, and movements.
Manage the Manatee Individual Photo-identification system database (MIPS),
curate the slide collection, and collaborate with other agencies using MIPS.
Coordinate and train photo-identification staff and interns. Conduct field
work to collect photo-identification and environmental data on manatees.
Prepare reports and manuscripts.
KNOWLEDGE SKILLS & ABILITIES: A bachelor's degree from an accredited
college or university with a major in one of the biological sciences and one
year of professional biological experience in a field or lab research
program; or a master's degree from an accredited college or university in
one of the biological sciences. Knowledge of: methods of data collection;
principles and techniques of biological research and analysis; the Florida
Manatee Recovery Plan and of state and federal legislation protecting
manatees. Ability to: design and conduct research using photo-identification
techniques; independently and accurately record data in the field; analyze
ecological and behavioral data on marine mammals; write reports and
scientific manuscripts; establish and maintain effective working
relationships; supervise people; communicate effectively verbally and in
writing; perform detail-oriented work; complete a small boat safety course
within the probationary period; safely operate and trailer small motorized
boats, swim with sufficient skill to save oneself in the event of an
emergency; maintain a valid driver's license. Skill in: computer database,
spreadsheet, word processing, and graphics software, preferably including
Microsoft Access and Excel; the use of scientific field equipment, such as
still and video photographic equipment, refractometers and GPS units;
possess excellent organizational skills. Experience in collecting and
managing photo-identification data.

Short-Term Position Available - Hawaiian Monk Seal Conservation Specialist,
Kauai, Hawaii
Using funds provided by NOAA Fisheries, Pacific Islands Area Office, the
Hawaii Department of Land and Natural Resources (DLNR) intends to hire a
qualified individual on a full-time, short-term basis (3 months) to assist
DLNR and NOAA Fisheries in Hawaiian Monk Seal conservation activities on
the island of Kauai.
The main tasks required of the position include:
1) Document monk seal utilization on Kauai shorelines and report haul-outs
to NOAA Fisheries and DLNR.
2) Facilitate communication and coordination and serve as a resource
point-of-contact for Kauai organizations and governmenment agencies
involved in monk seal conservation activities.
3) Prepare a final report describing the utilization of monk seals on Kauai
and summarizing conservation and management activities by the end of the
period of service, and provide recommendations for conservation and
management at the Workshop on Managing Hawaiian Monk Seals in the Main
Hawaiian Islands, to be held on Kauai on October 29 - 31, 2002.
The Hawaiian Monk Seal Conservation Specialist will be expected to live on
the island of Kauai during the period of service (October 14 through
December 14, 2002). All personal expenses (lodging, transportation, etc.)
will be the responsibility of the specialist and may be reflected in the
cost estimate submitted to DLNR (see below), if necessary. DLNR will
provide separate funds for any other necessary supplies and equipment. The
specialist may be assisted in performing certain tasks by NOAA Fisheries
staff, DLNR staff, and/or a private consultant retained by DLNR, as deemed
necessary by DLNR in consultation with the specialist and NOAA Fisheries.
Due to federal and state processing requirements, receipt of payment for
services rendered by the specialist may be delayed by as much as 2 months
from the date of invoice.
The following minimum qualifications are expected:
1) Experience in marine protected species conservation and management in
Hawaii; experience with Hawaiian Monk Seal research and/or conservation
activities is preferred.
2) Excellent interpersonal, facilitation and communications skills.
3) Understanding of local issues and knowledge of relevant stakeholder
concerns related to monk seals on Kauai and ability to work effectively
with all stakeholder groups.
4) Ability to live and work on Kauai for approximately 3 months, including
work during nights and weekends.
