Bodies Are Strewn 'Like Roadkill'

With efforts focused on helping survivors, corpses lie scattered around the
city. Trucks will serve as roaming morgues.

NEW ORLEANS — No one knew much about him. He was a black man with
close-cropped hair who looked to be in his 40s. He had a high school class
ring. He had been at the convention center for four days, no different from
thousands of others.

Friday night, he lost it. While others tried to sleep on the sweltering
sidewalk around him, he began to mumble to himself, kicking aside piles of
trash. He yelled something about his missing wife. Just before midnight, a
police car screamed down Convention Center Drive, and from there, the
stories diverge.

Some said he just ended it — ran out in front of the car. Some said he was
trying to flag it down for help when it clipped him. Some said he had a gun
and was either shot or run over.

In some fashion, he died in the street, his blood draining toward the curb
and congealing under a pile of crushed orange juice cartons and dirty
diapers. He was still there Saturday afternoon, and chances are he is still
there today.

"Right where he fell. Like roadkill," said Larry Martin, 35, another
evacuee.

Until now, the nation has focused on the survivors. But at some point in
coming days, as New Orleans continues to depopulate, the city will reach a
tipping point. There may be more dead people here than living as the human
exodus continues. And no one knows what will be done with the bodies.

Paramedics walked Saturday in front of the convention center pushing a
gurney, but did not pause at the man's body. They were trying to rescue an
elderly woman who was bleeding from her right leg and had not gotten out of
her chair in three days.

Twin-blade helicopters thundered overhead, and they were trying to get her
to a hospital in Lafayette.

"I know it's a tragic situation," said Miles Watts, a city paramedic. "But
we need to save people who are alive first. We're going to have to deal with
the dead ones later."

Officials are devising a plan to cope with the dead, but it is still in its
infancy.

Mayor C. Ray Nagin, who predicted that the death toll could reach into the
thousands, said Saturday that officials were assembling refrigerated
18-wheelers that would serve as roaming morgues.

Nagin said it might be impossible to find enough room to bury the bodies;
they might all be cremated.

Unburied corpses present little, if any, risk of infectious diseases,
experts agree. For one thing, people in the Katrina disaster did not die
from infectious disease and thus do not likely harbor infectious agents to
spread. Moreover, infectious agents in corpses do not survive long, said
epidemiologist Oliver Morgan of the London School of Hygiene and Tropical
Medicine.

"After these big events, where there are large numbers of fatalities, there
is a rush to dispose of the dead and a lot of scare stories about imminent
epidemics," Morgan said. "But the risk of disease transmission is really
coming from the surviving population."

No one is sure when recovery of those killed by Katrina — whether in the
floodwaters the hurricane left behind or the violence that erupted in its
wake — will begin. It is unclear how those without wallets or papers on
their bodies might be identified. And, of course, it is unclear how many
there will be.

"I don't think we're quite ready for all of that," Nagin said.

Until they are, the bodies continue to surface: on the steps of the
Superdome; in the besieged 9th Ward; at an elementary school where a man's
body washed up on the steps inside a basement classroom; under a freeway
ramp next to a submerged SUV.

Teams searching for survivors in attics and on rooftops have been given
instructions to tie bodies that they encounter to street poles so they can
be collected later.

The dilemma is not restricted to the civilian population. Watts said a
distraught New Orleans police officer shot and killed himself at a staging
area in Algiers, across the Mississippi River from New Orleans, on Friday
night.

"We didn't even have a body bag to put him in," Watts said.

09/15/05 "Moscow Times" -- -- Four years ago, the United States was hit by a
terrorist attack. Three days later, the U.S. Congress signed away the
people's freedom, writing a blank check for tyranny to a ludicrous little
man installed in office after the most dubious election in American history.
Last week, the poisonous after-effects of this abject surrender took yet
another sinister turn, as Bush factotums in the courts once again upheld the
Leader's arbitrary power over the life and liberty of his subjects.

The joint House-Senate resolution of Sept. 14, 2001 -- approved by a
combined vote of 518-1 -- gave President George W. Bush the most sweeping
powers ever granted an American leader. Bush was authorized to use "all
necessary and appropriate force" against any organization or individual that
he alone declared was somehow connected to the Sept. 11 attacks. His
arbitrary will would be the sole deciding factor. This timorous resolution
was, in effect, a repeal of the Magna Carta: the nobles of the land giving
back hard-won rights to a harsh, incompetent despot.

A few critical voices at the time -- this column among them -- noted the
dangers of this panic attack among the political elite. "We must now trust
that this man who can't hold his liquor will be able to hold near-absolute
power without getting drunk on it," we wrote on Sept. 21, 2001. There was of
course no basis for that trust, and it was immediately betrayed. The Bush
Faction seized upon the congressional resolution as an "Enabling Act"
justifying a broad range of unconstitutional measures, including torture,
kidnappings, mass roundups, secret hearings, secret prisons, arrests without
charge, indefinite detention, kangaroo courts, "extrajudicial killings" and,
finally, aggressive war.

In a series of secret "executive orders" and Justice Department memos, the
Bush Faction overturned the Constitution and established a new authoritarian
principle of state: The president, they said, was not bound by any domestic
or international law in his prosecution of the "war on terror." And this
"war" -- an inchoate, amorphous concept covering a multitude of sins -- was
founded upon the carte blanche of Sept. 14.

With Congress in headlong retreat from its responsibilities, the last
bulwark against the floodtide of junta rule is the federal courts. But
these, of course, are now packed with Bush Family retainers and Reaganite
reactionaries, eager to serve the Leader. Last week, for the second time in
three months, a Bush judicial minion under consideration for a Supreme Court
post issued a key ruling upholding the president's dictatorial powers, The
Washington Post reports.

First it was chief justice nominee John Roberts, who was already
interviewing for a high court seat when he pleased his masters by ruling
that Bush had the arbitrary power to create his own parallel justice system
-- the "military tribunals" for his Terror War captives -- and run it as he
sees fit. Now comes Judge J. Michael Luttig, appointed by Bush I and one of
Bush II's leading candidates for the other open Supreme slot. Luttig has
authored an appeals court decision that strikes even deeper at the dying
hulk of American liberty, ruling that Bush can imprison U.S. citizens
indefinitely without charge or trial. All the Leader need do is make a bald
assertion of evildoing, which the defendant is not allowed to challenge or
dispute; indeed, the captive is not even allowed to appear in court.

This was the infamous case of Jose Padilla, the Chicago street punk seized
in a blaze of publicity about a "dirty bomb" plot in 2002. When the "dirty"
scenario was exposed as Bushist fantasy by U.S. intelligence, the feds then
accused Padilla of vague plans to blow up apartment buildings somewhere.
Whatever. Luttig, perhaps with judicial Valhalla in his sights, ruled that
Bush could keep Padilla -- and any other American arbitrarily designated an
"enemy combatant" -- in prison, without charges or trial, for the duration
of the "war on terror." And how long might that be? Vice President Dick
Cheney told us in October 2001 that the war "may never end, at least not in
our lifetime." And the Leader himself declared on Aug. 7, 2002: "There's no
telling how many wars it will take to secure freedom in the homeland." Not
just indefinite but infinite detention, in other words.

So where did Luttig find the "authority" for this breathtaking despotism,
which far outstrips any power held by King George III, the oppressor whose
depredations sparked the American Revolution? Not in the legal code. Not in
the Constitution. Certainly not in the Magna Carta. No, he cited the trusty
Enabling Act of Sept. 14.

Let's not forget one salient point. The federal government already possessed
sufficient powers to find and punish all those involved in the Sept. 11
attack. (Indeed, so draconian were the government's existing powers that
Republican leaders spent the 1990s rightly resisting Bill Clinton's attempts
to expand them.) Just a few years before, the government had tracked,
arrested, tried -- in open court -- and convicted an international band of
Islamic extremists who had bombed the World Trade Center. And for decades,
U.S. presidents have launched an endless series of military incursions in
the name of defending American security.

Thus, the Sept. 14 resolution was not necessary for the government to
respond with "all necessary and appropriate force" to Sept. 11. However, it
was necessary -- indeed, indispensable -- for an unpopular, illegitimate
regime to put its radical agenda of military aggression, unrestricted
corporate predation and elitist rule into practice. No doubt we'll see this
Enabling Act invoked more and more as the unpopular Bushist Faction faces a
rising tide of public dissent and dissatisfaction. Padilla may soon have
plenty of company in his infinite legal limbo.

Palestinian Refugees Give
$10,000 To N.O. Survivors

RAMALLAH, West Bank (AP) - He says the amount may be small, but it's the
thought that counts.

A representative of a Palestinian refugee council Tuesday presented a check
for $10,000 to give to Hurricane Katrina's victims. The check is made out to
the American Red Cross.

The spokesman says Palestinian refugees donated the money, and that they
understand best what hurricane victims are now going through.

US Consul General Jacob Walles accepted the check at a ceremony in the West
Bank. He says the gift means a lot, especially because it comes from the
poorest Palestinians.

Racism and Resource Scarcity May Be Siamese Twins in a Post-Petroleum World

Septemeber 15, 2005 0800 PST (FTW) – Back in the 1950s a black and white
film – I forget the title – posed a dilemma that will soon confront all of
mankind. It is without doubt a question that most people are totally
unwilling to face. In the wake of the sinking of a cargo ship, a group of
survivors take refuge in an overcrowded lifeboat. The dilemma, which soon
becomes apparent to the tiny ship’s officer in charge, is that there are too
many people aboard the small craft and that it will sink and kill all of
them unless someone is cast overboard. This actually happened in real life
and the officer who made a decision to cast people off was subsequently
exonerated. Instead of sacrificing all lives in a politically correct
gesture, he saved some lives that would otherwise have been lost.

What happened after Hurricane Katrina is a different story.

In the aftermath of the storm we are seeing many ominous warnings of choices
that will come to us all sooner or later as hydrocarbon energy reserves
diminish in America and around the globe. None are easy. None are palatable.
And none are politically correct. But hard science doesn’t care about being
politically correct. Below is a story of what happened when the occupants of
one lifeboat felt threatened at the prospect of taking on too many survivors
– so they took on none. I neither agree with this nor endorse it. In fact it
fills me with rage. The people of Gretna and Tarrytown, places I visited in
1977 during my heartbreaking discovery that the CIA was bringing drugs into
this country, could and should have done better as thousands of New Orleans
refuges started streaming across the Mississippi into these relatively
unscathed communities. Instead of blocking the bridge and threatening to
shoot the “unwashed” masses comprised largely of African-Americans, they had
an obligation to extend aid to whomever they could. At some point also they
would have been justified to say, “That’s enough, we just can’t take any
more.” The fact that no attempt was made at all is what will remain forever
unforgivable about this tragic episode.

It is a lesson for all of us.

As I continue to lift my eyes above the immediate horizon I see choices like
this soon coming at all of us. Will it be the unwashed of Phoenix fleeing to
Scottsdale? The gay, lesbian and Democratic hordes of San Francisco fleeing
north into Marin County? The undereducated poor of Boston heading towards
Martha’s Vineyard or Vermont? Or will it be millions of Manhattanites and
Washington office workers eyeing the Amish farmlands of Pennsylvania and
Ohio?

We are all only one hot, soothing shower away from being unwashed.

The racism of Gretna is obvious and despicable. But it is also predictable.
Psychology 101 in almost all college courses directs our attention to fruit
flies and red sturgeon. It tells how species recognize each other and form
into societies based upon visual recognition. This is neither good nor bad.
It just is and it is also ingrained in human behavior. What this story tells
us is that we must chose to act differently if we are to survive as a
species or even in a few fortunate communities. It’s easy to distinguish
black, brown and yellow from white. It’s also a cop out (pardon the pun).
What happened in Gretna is an archetypal model of what is coming for all of
us and a warning; a very clear warning.

As we confront Peak Oil and Gas, and as we march headlong into a winter of
devastation for the US economy from which there will likely be no recovery,
all of us must force discussion of these issues now so that we can be
prepared when the time comes and not linger in denial until the only option
we have left is to revert to the level of the red sturgeon in panic or of
the Gretna police department – also in panic.

Gretna also reinforces my stated position that local police agencies are
going to become uniquely important as collapse becomes evident. Scientists
like Richard Heinberg and I both see a “devolution” into feudal societies.
Feudal societies were maintained by cadres of local knights and their first
duties were to the people of their barony or fiefdom. This horrible tragedy
took place in a region where racism is about as easy to find as a freshly
shucked oyster used to be, so I am not surprised to see how it played out. I
am only heartbroken.

My fear is how other, supposedly homogeneous communities will react.

How will all the “have” places react when they see the unwashed “have not”
hordes approaching. At some point they will have to say we can’t take any
more. At some point, they will have to defend their supply or risk hastening
a total ecological collapse. But the decisions about whom and how many to
save must be based upon some other criteria than race. Always, wherever
possible, attempts must be made to save those who can be saved. It may be
ultimately necessary to decide whom to save based upon skill sets. These
decisions must be made by the people themselves in each place and not by
Dick Cheney, David Rockefeller, Hillary Clinton or any other elite person or
persons. Ultimately each locality will be forced to make its own choices and
what will decide whether they are correct or not will be solely whether the
community itself survives in nature. Diversity is a key to sustainability. I
pray that we can do better than Gretna and the only way that we will is if
we start talking about it right now.

'Racist' police blocked bridge and forced evacuees back at gunpoint

A Louisiana police chief has admitted that he ordered his officers to block
a bridge over the Mississippi river and force escaping evacuees back into
the chaos and danger of New Orleans. Witnesses said the officers fired their
guns above the heads of the terrified people to drive them back and
"protect" their own suburbs.

Two paramedics who were attending a conference in the city and then stayed
to help those affected by the hurricane, said the officers told them they
did not want their community "becoming another New Orleans".

The desperate evacuees were forced to trudge back into the city they had
just left. "It was a real eye-opener," Larry Bradshaw, 49, a paramedic from
San Francisco, told The Independent on Sunday. "I believe it was racism. It
was callousness, it was cruelty."

Mr Bradshaw said the police blocked off the road on the Thursday and Friday
after Hurricane Katrina struck on Monday 29 August. He and his wife Lorrie
Slonsky, also a paramedic, had sheltered with others in the Hotel Monteleone
in the French Quarter.

When food and water ran out they were forced to head for the city's
convention centre, but on the way they heard reports of the chaos and
violence that was taking place there and inside the Superdome where
thousands of people were forced together without running water, toilets,
electricity or air conditioning. So Mr Bradshaw spoke with a senior New
Orleans police officer who instructed them to cross the Crescent City
Connection bridge to Jefferson Parish, where he promised they would find
buses waiting to evacuate them.

They were in the middle of a group of up to 800 people - overwhelmingly
black - walking across the bridge when they heard shots and saw people
running. "We had been hearing shooting for days. What was different about
this was that it was close by," he said.

Making their way towards the crest of the bridge they saw a chain of armed
police officers blocking the route. When they asked about the buses they
were told their was no such arrangement and that the route was being blocked
to avoid their parish becoming "another New Orleans". They identified the
police as officers from the city of Gretna.

The following day Mr Bradshaw said they tried again to cross and directly
witnessed police shooting over the heads of a middle-aged white couple who
were also turned back. Eventually, late on Friday evening, the couple
succeeded in crossing the bridge with the intervention of a contact in the
local fire department.

Arthur Lawson, chief of the Gretna police department, said he had not yet
questioned his officers as to whether they fired their guns.

He confirmed that his officers, along with those from Jefferson Parish and
the Crescent City Connection police force, sealed the bridge and refused to
let people pass. This was despite the fact that local media were informing
people that the bridge was one of the few safe evacuation routes from the
city.

Gretna is a predominantly white suburban town of around 18,000 inhabitants.
In the aftermath of Katrina, three quarters of the inhabitants still had
electricity and running water. But, Chief Lawson told UPI news agency:
"There was no food, water or shelter in Gretna City. We did not have the
wherewithal to deal with these people. If we had opened the bridge our city
would have looked like New Orleans does now - looted, burned and pillaged."

Mr Bradshaw and his wife were evacuated to Texas and have since returned to
California. They condemned the authorities, adding: "This official treatment
was in sharp contrast to the warm, heartfelt reception given to us by
ordinary Texans.

"Throughout, the official relief effort was callous, inept and racist...
Lives were lost that did not need to be lost."

Didn't prevent two devastating hurricanes, but it sure dumbed down the
Bushites into failing to take care of their own.

On Thursday, Sept. 22, Russia’s largest private oil company Lukoil conducted
a ceremonial opening of its new office in Beijing, China.

Valery Golovushkin, the company’s vice president was quoted by RIA Novosti
as saying: “Lukoil is ready to deliver to China as much oil as the
infrastructure allows.”

He added that the opening of the office in China would enable the company to
obtain detailed information on projects that Lukoil hopes to take part in.

He said the company firstly intended to increase oil deliveries to China via
pipelines. “A pipeline from Kazakhstan to China with a total annual output
of 20 million metric tons will become operational by the end of this year,”
Golovushkin added. The pipeline will enable direct oil deliveries to China
from West Siberia, and Lukoil is ready to supply oil according to its quota.

He said railroad oil deliveries were not planned since they were not
profitable for Russian companies due to the high transportation costs.

He added that Russia needed deeper seaports in order to increase its oil
exports. The port in Novorossiisk can only receive tankers with a
displacement of 130-140 metric tons. It is not profitable for tankers like
that to transport oil long distances, he said.

Lukoil annually exports 50 million metric tons of oil and some 15 million
tons of oil products. “How oil exports develop in the future depends solely
on economic factors,” Golovushkin said.

WASHINGTON (Reuters) - U.S. Federal Reserve Chairman Alan Greenspan told
France's Finance Minister Thierry Breton the United States has "lost
control" of its budget deficit, the French minister said on Saturday.

"'We have lost control,' that was his expression," Breton told reporters
after a bilateral meeting with Greenspan.

"The United States has lost control of their budget at a time when racking
up deficits has been authorized without any control (from Congress)," Breton
said.

"We were both disappointed that the management of debt is not a political
priority today," he added.

Ministers from the Group of Seven rich nations on Friday called for vigorous
action around the world to curb rising imbalances in international trade and
investment accounts.

A decrease in the U.S. budget deficit were cited by the G7 as one way to
ease those imbalances. U.S. Treasury Secretary John Snow said the U.S.
administration was still committed to halving its budget deficit by 2009.

Breton spoke as International Monetary Fund Managing Director Rodrigo Rato
said U.S. plans to cut its government expenditures now looked ambitious in
the light of huge reconstruction costs to be borne in the wake of Hurricane
Katrina.

Breton said: "The situation that is creating tension today on the currency
market ... is clearly the American deficit."

The United States needed to address its budget deficit, he said, adding: "It
seems to me that my counterpart John Snow is completely aware of this, he
wants to harness the problem, but it seems to me he doesn't have the room
for maneuver."

Breton added that after hearing Greenspan talk about inflation: "One has the
feeling -- though he didn't say so -- that interest rates will probably
continue to rise slightly until his departure."

Greenspan is due to step down as Fed chairman in January after 18 years in
the post.

Asked if G7 finance chiefs would meet as usual in February next year as well
as gathering for an extraordinary meeting in December this year -- partly to
pay tribute to Greenspan before his departure -- the French finance chief
said: "Yes, yes. Next February as well."

He said France was "not against" the idea of enlarging the Group of Seven, a
notion that has gained impetus at these meetings.

(CNN) -- The federal government has not yet delivered promised financial
aid to some cities that welcomed, fed and resettled Hurricane Katrina
evacuees, leaving those cities struggling to pay the bills on their own.

CNN anchor Miles O'Brien on Friday spoke about the challenges facing one
city with Atlanta Mayor Shirley Franklin. Atlanta took in 42,000 families
fleeing the disaster.

O'BRIEN: All right, let's talk about this, 42,000 families. You're a big
city. It's a prosperous city, but that still puts a burden on the city,
doesn't it?

FRANKLIN: Well, it certainly does, but I don't think it's a burden that FEMA
[Federal Emergency Management Agency] can't help us to address.

The Congress and the president have allocated $62 billion. Our estimates are
that a family needs assistance for about six months in order to stabilize
themselves and that would cost about $11,000 per family. The city of Atlanta
can't absorb that cost, but we can certainly work with FEMA, if they were
willing, to help families get resettled in the city and the metropolitan
area.

O'BRIEN: So 11,000 times 42,000. I can't do that kind of math on the fly
here. But how much of that money have you seen?

FRANKLIN: Well, we haven't seen any of that money.

O'BRIEN: Oh -- zero. It's just like the mayor of Baton Rouge yesterday, a
big doughnut.

FRANKLIN: Big doughnut.

O'BRIEN: Why?

FRANKLIN: We don't have any idea. I mean, I'm pretty much on record saying
that we've been talking to FEMA since the storm, offering to assist, and I
mean, it's like talking to a brick wall.

We identified over a thousand affordable units in our city, but we finally
decided -- I threw up my hands a few weeks ago, and the city decided to go
ahead and allocate about $500,000 to start working to resettle families
ourselves with really no hope of being reimbursed by the federal government.

O'BRIEN: So what happens is the individual taxpayers in the city of Atlanta,
basically, go on the hook, and it's a generous group of people, we know
that, but nonetheless, this is something the federal government has said it
would help out in.

And when you say brick wall. What happens? They put you on hold and
voice-mail? Can you get through? Do you get a busy signal? What are they
telling you?

FRANKLIN: Well, they're just telling us that their regulations require the
city of Atlanta to lease property and then to release that property to
evacuees. Well, the city of Atlanta is 400,000, and as you know, and there
are lots of other jurisdictions. We're not in a position to do that. What we
are in a position to do is to connect FEMA, the evacuees, with our real
estate agencies, with our own properties.

O'BRIEN: Why not -- mayor, why don't they do just a simple voucher system,
and people will be able to make their own choices in these matters, and it
would kind of settle itself out that way, instead of hanging everybody up,
the cities, and the municipalities and all these complicated rules that
can't be applied to the real world.

FRANKLIN: I have no idea. Congress and the president have appropriated the
funds. For some reason, they can find a way to give vouchers for private
education at $7,500 per student, even for students who are in public schools
along the Gulf Coast, but they cannot find a way to come up with even $7,500
for families to relocate and resettle.

It doesn't make any sense. It's baffling to all of us. We're really
discouraged. Most of us are trying to find other ways to help these
families.

O'BRIEN: You know, you're not a person who gets easily discouraged. You're
the kind of person who doesn't like to take no for an answer. What are you
going to do?

FRANKLIN: Well, we continue to talk to our delegation, our Georgia
delegation. We continue to talk to FEMA. We believe that the governor of
Georgia, Governor Perdue, has similar concerns. We are just doing the best
we can, one family at a time.

The city has allocated funds for the first 50 families, and as they get
situated and settled, we'll continue to try to find the resources to help
these families out. If we don't do that, we will create a new class of poor
people, who prior to the hurricane had homes, had apartments, had jobs, had
cars. FEMA is just completely off base.

Not sure of your logic. If I'm following, you imply that China has
more senseless deaths and if those are removed, then that would give
them the critical mass to overrun us.

Interesting, interesting.

I wish I'd seen this earlier. I just got off the phone with my friend,
Feng, on mainland China. I would have liked his opinion over my own as
to the hypothesis that increased sensitivity leads to the danger of
Chinese zombies overrunning us.

Chewing on that logic for a while, I find that it tastes like chicken -
easy to defend the description, but nothing special, fits a lot things
(if poorly).

My own opinion is that we have nothing to fear from your chicken
Chinese zombies, and everything to fear from the spectre of our own
deprecation because we don't always answer the calls of our times.

Either that, or I know a priori that chicken Chinese zombies would
befriend me - so I don't care how fast they run. I might even sell
them shoes.

Faced with seeing me with so many new zombie friends on the move while
you huddle in fear of being trampled - I don't envy your world, UB, I
surely don't.
