i was wondering if anyone had attempted painting a vinyl spare tire
cover. i am curious as to what paints to use and what special prep needs
to be done to protect the work.

Just about any paint designed for textiles should work. Some are better
than others. I prefer Createx for this type of work.
Painting vinyl should be prepped like most substrates, it should be clean
and free of grease, wax and especially silicone (armorall). Most autobody
suppliers carry wax/grease/silicone removers. It's fairly cheap and good
insurance.

I don't know of a clearcoating that would help, but if you use the
Createx, going over it when finished with a heat gun would really help
set the paint firmly. Keep the heat gun moving farily quickly over the
whole thing and quit when the cover is hot to the touch- about 100
degrees or so. A very hot hair dryer may do it, but I haven't found one
that will get hot enough.
