The phone companies simply add their bills to your phone bill. The phone
company gets a commission for collecting, so they are happy to do it.
Usually it is $15.00 or so a month, something a lot of us might not even
notice. It is, however, called "cramming" and is illegal. That is, it is
illegal for the original biller. The phone company has no responsibility.
The phone company claims they are required to include the bill by federal
law.
You will usually find that the wait to talk to someone at the phone company
is about 20 minutes. They don't hire many people to handle complaints, since
that would cut into their revenue. If you wait, then they will (usually)
give you the number of the original biller to call. Yeah, another 20 or so
minute wait.
The company will then give you a refund. Of course, the same amount appears
on your next phone bill. I hope you kept the phone number of the biller.
That will save you 30 minutes wait at the phone company.
As I said, the phone company claims that they are required to add such
charges to your bill by federal law. I haven't been able to verify this yet.
If you live in Texas, the Public Utility Commission of Texas will get you a
refund if you call 1-888-782-8477. But both the crooks and the phone company
will make a fine living on the people who don't want to spend the time to
complain.
