Or just defective packaging?

I actually managed to open a fresh pack of supermarket bacon without
using a nuclear option.

Yes, I know, supermarket bacon. :-/

The nearest butcher is about three miles in the opposite direction to
where I was shopping, and delivery is not an option here.

IKWYM - I usually resort to a sharp knife and cut through both - yes,
both layers of plastic film.

While the corner tab is usually cut, the top film refuses to peel orf.

To err is human. To really foul things up requires a computer and the BOFH.

Likewise.

The smoked back bacon which I receive in my weekly delivery only has one
layer of film, over a rather harder plastic tray. The top film is fixed
down very hard, so a knife is needed to open it. The bacon itself is
usually pretty good, especially when laid on top of slit-open chook
pieces and baked.

I find this is so for lots of other similarly-packed stuff, which also
has to be chopped open. Often the corner tab is stuck hard down and is
useless.
