I recently had a little bit of issue with a 4tb Seagate drive, so decided it was time to replace it with another drive.

I opted to go for larger capacity and better speed with a TOSHIBA HDWN180.

After formatting the drive in ext4, I find that it will not spin down. It's constantly making access noises, like the drive head it moving. The drive is 8TB and the format appears to be complete, it certainly doesn't show anything. Is this behaviour normal after formatting a large capacity drive?

Nope , should not be audible, either the drive uneartes a bad cluster , or witch is most probable and had regulary is , if you removed the drive in and out its not completely secured all the way , either because of the ejection clamps , or the springs clamps are loose.  Mine started vivrating the front panel ages ago , nuance between a "noisy drive" or caddy

No the drive is in securely, if I unmount it, the accessing stops, but soon as it's remounted it started chuntering away, as if it's in the middle of coping a load of tiny files..I'm going to take it out, put it in my main pc

I've since worked out why the drive was noisy.

Further reading about ext4, it turns out that after a format is completed, it isn't actually completed, the drive will continue to format or journal the drive in the background. This can take several hours depending on the capacity, in my case 8tbs, it took a good part of the day before it was done.

Anyways thought I'd post this up, in case anyone faces a similar issue.
