Sending out a first test message to the mailing list!

I'm not planning to send out real updates until the first wave of folks have signed up. The short story is that there's been some work done by planetary science folks that we should build off of, and that it currently seems like the best goal is to prepare a whitepaper to be submitted to the ASAC. It's too late to drive any change for Cycle 5, but we can get things moving for Cycle 6.
