The citizens of Boston have made it clear: we expect our legislature to be transparent, democratic, and accountable to its constituents.
When referring to his belief that the City of Boston was trying to circumvent Prop 2 ½, Senator Nick Collins stated the following, “That is wrong, and I will continue to support and defend people’s right to vote”.
Obviously that same sentiment doesn’t carry over to members of the State Senate when it comes to HD 4422, “An Act Relative to Property Tax Classification, the Senior Homeowner Property Tax Exemption, and the Personal Property Tax Exemption in the City of Boston”.
For a Home Rule Petition approved by the Boston City Council three times and approved by the Massachusetts House of Representatives twice by comfortable margins, it is rich that Senate Leadership refuses to reach agreement on a committee assignment that would
allow for a public hearing and a potential vote.
Then we have Senator Will Brownsberger cautioning against precedence setting, “If Beacon Hill makes an exception for Boston, other cities and towns will likely want to join in, and that’s not a good thing”.
How do you explain the Senator who sheparded a similar Home Rule Petition for the City of Watertown which he represents through the State Senate in 2023 (Chapter 200) that allowed similar relief for FY2023-2025?
Now we have H4687 a Watertown Home Rule Petition that attempts to make the reclassification permanent was referred to the committee on Revenue and on October 30, 2025, the Senate concurred!
What other conclusion can the residents of Boston arrive at when they are being treated differently?
Does a single senator resorting to a procedural move to prevent floor consideration advance the indent of rule changes made in the Senate this past February when the Senate President expressed “These changes would provide more opportunity to residents to participate
in the Legislature’s work, encourage greater insight into bills being considered by the Legislature, and provide more transparency on legislators’ positions on issues that impact Massachusetts residents”.
