Trash in Barrels: a rule or a request

I would like to pose this question to all our representatives that read these Postings:
 
        I have spoken with the  Inspectional Services people when they are in my neighborhood checking the rat situation.  I asked about why people who don't put their trash in barrels aren't being ticketed.  The response I recieved was that their is no "law" or "ordinance" that requires residents to do so.  They are only required to use bags.  This is troubling to me because I have a severe rat issue at my house.  They are living under my porches.  We obey all the rules and Inspectional services is often at my house.  The rats live at my house and eat 50 to 75 feet from there  where the residents of that building put their trash out on the ground.  My questions are as follows:  How do we go about getting an ordinance in effect to help with the rat problem?  (why would they leave if we feed them)  Will we(residents) be required to use barrels now that they have been provided to us?  Can we purchase more of the black barrels from the city? 
 
I may have been mislead about the ordinance/law.  We were under the impression one was already in place and have always used barrels with covers.  I am interested to hear your reponses.

I also thought that barrels were the rule; based on my reading the
current City trash/recycling booklet:

This booklet specifies bags must be black, 2-ply. I dont think that
goes far enough. Rats will chew right through those.
The building around the corner from my house always has pile of
garbage bags (almost always the thin white garbage bags, ripped open).
They never recylcle either. So I've started reporting them to
Inspectional Services. They seem to have improved slightly, but call
and report and keep calling.
(617-635-4986- tell them the address of the violoation).

But I agree, there should be a barrell rule. Almost everyone on our
street uses barrells. Its the apartment buildings that make a huge
disgusting mess.

For starters, continuously call and complain to the Inspectional Services Dept. reporting that house re:Trash and Rodent issues. Although there might not be a law in place, the complaints will result in violation notices/fines, which are an incentive for the neighbor to obtain Rodent Proof Trash Barrells. We have a problem neighbor/landlord on Allston Street
in Allston, and were able to get the problem resolved via multiple complaint reports to ISD. 
A neighbor's lack of consideration soon becomes everyone's problem.
 
The next step is to write the Mayor's Office and our Political Reps. because there should be a law regarding Trash Disposal. To my knowledge there are Regulations regarding Dumpsters for Commercial Business use. With the Rodent problems in Boston - there should be a law in place and enforced.
 
I hope that your situation is resolved soon.
