Dear All 

It is with immense pleasure to share the news that Syed  Rizwan Mahbub has been formally notified as the Prime Minister's Focal person on Green Pakistan Programme. Syed  Rizwan brings a track record of environmental achievements to his credit. He regularly writes in leading newspapers, holds a Masters in Forestry from PFI and another on  Environment from University of London. 

His diverse experiences include assignments as forestry practitioner , district administration and specialised assignments in environmental related themes. He took early retirement from the prestigious civil service of Pakistan. 
His status will be of minister of state ?
He is widely respected in all provinces and international organisations.

I always read posts of Rizwan Mahboob (my apologies if it is spelled Mehboob or Mahbub) on All Foresters Forum with great interest and was pleasantly surprised that there was an officer in forestry cadre who not onlt had interest in nature enquiry but also had great writing skills.  It was only when I read his post on his field trip to discover the vanished Hakra River (during his posting in Bahawalnagar (don’t recall he was then Deputy of Assistant Commissioner) and identified the bed of the river based on natural vegetation growing in the area, that I discovered that he was a DMG Officer with forestry background.  I was once again surprised when I read his recent post regarding getting freedom (from the civil service).

 

It is a wonderful news that he has been given the responsibility to provide leadership to Green Pakistan Programme.  Wish him all success and hope it is not a tsunami – an ephemeral ‘Green Pakistan Programme’.

This is really a happy news for the foresters of Pakistan. Although he was a civil servant but he never forgot his basic training in forestry. As S. Mahmood Nasir mentioned he remained always in touch with the foresters & forestry and had been writing articles on different aspects of forestry in the leading News Papers. Being his teacher at PFI, I am quite pleased to read the news and proud of his achievements. I wish him a success in his new assignment and I am confident that he will promote forestry in the country which is now need of the time particularly in the watershed areas for tackling the Climate Change Impacts in Pakistan.

Many congratulation to Rizwan Mehboob and all those who made it possible to trust him. As a student of forestry I first met with young Rizwan as working plan officer in Kahutta back in 1992-93 and then continue to interact with him during the last more than two decades in different positions. I always found him a submissive dedicated officer who always remained hectic in search of doing some thing special for the country. Good luck to him.

I met him just a few days ago, in a workshop on "illegal wildlife trade" held in Islamabad, and found him a simple, sharp and well articulated professionals.

The appointment of Rizwan is being cheered up to such an extent that most probably, the man is already flying in the skies that he by now, must have already forgotten what to do as an advisor to PM. Instead of over-burdening him with all this stuff, why don't we make suggestions to him to do what he should do in his present capacity.

Hammad Khan! Now the things are moving in the positive direction. May I now suggest that Mr. Rizwan calls a meeting of people like you and ask them what to do. Of course, everyone invited must come up with a presentation (of say, 10 slides) to explain how he perceives the myriad of problems that we are infested with and what remedies does he have to take on the problems head on. Once done up to an agreed date, Mr. Rizwan may call a meeting and after discussions, develop a Plocy outline to be submitted to the Federal Govt. When agreed, the same may be shared with provinces, G-B and AJK to be transformed in to strategies in line with the provincial / territorial requirements. And then would come the time for implementation - the GOAL of GREEN Pakistan.

Sir if you really want a good start involving provinces/states/territories, pl work on re-structuring and making functional the following two important strategic/constitutional bodies:
 1. Pakistan Environment Protection Council (PEPC)-Chaired by the Chief Executive (PM of Pakistan) is a constitutional body-Its members include all the CMs of provinces/AJK and this was the favourite forum for Zardari sahib during 1995-97 for his awareness about env and forestry. This forum is ideal for Green Pakistan that you are embarking on to involve provinces.
2. The Forestry Advisory Board chaired by Minister of Chief Executive-Mehmood Nasir IGF may share update on it he is hosting this body. It also has got provincial rep at higher level. Re-constituting and making it functional by bringing useful/dynamic members will go a long way.This forum is also ideal for Green Pakistan
