The first of them in Athens was Solon, in 594 BC. who canceled debts and destroyed debt slavery. He also limited the size of private land holdings by a special law and thereby prevented the disappearance of small and medium-sized peasant farms, distributed the rights and obligations of citizens in accordance with their property status, and created a jury (see Art. "Solon - Legislation in Antiquity").

During the reforms carried out around 508 BC. Cleisthenes, a new administrative division of the territory of the Athenian state was established, which finally destroyed the former domination of the clan nobility. At the same time, state authorities and the military command underwent additional reorganization.
The results of well-thought-out, carried out with due sequence of transformations were not slow to tell. The Athenian state, having gained internal stability, moved into the ranks of the most powerful policies of Hellas of the classical era (V-IV centuries BC). Exposed to mortal danger during the struggle of the Greeks with the mighty Persian power of the Achaemenids (see the article “Greco-Persian Wars”), which unfolded soon, it came out of this difficult test with honor. The defeat of the Persians at Marathon in 490 BC and the successful expulsion of the hordes of King Xerxes from Greece after victorious campaigns for the Hellenes in 480 and 479. BC. elevated Athens to the position of the leading force along with Sparta in the anti-Persian coalition.

Despite the establishment of peace, the Delian League was preserved. Moreover, it gradually turned into an Athenian maritime power ("arche"), where previously equal allies took the position of subordinates, obliged to pay a regular contribution ("foros") to the general treasury.
