Good afternoon, Houston Super Neighborhood and Civic Club leadership,
Earlier today, we launched our annual YOUR TWO CENTS budget survey. You can access the survey through our newsletter below or directly at the following link:
In addition to the survey, our budget workshops will begin on Tuesday, May 12. The workshop schedule is attached. To further support public engagement, Council Member Castillo and I will host two town halls, along with the standard public hearing:
  • Saturday, May 16 at 10 a.m. — Budget Town Hall at the Fonde Community Center, 110 Sabine Street, 77007
  • Wednesday, May 20 at 9 a.m. — Public Hearing in the Anna Russell Council Chamber
  • Wednesday, May 20 at 6 p.m. — Virtual Town Hall via Microsoft Teams

The proposed City of Houston Fiscal Year (FY) 2027 budget is scheduled for release on May 5, 2026, with a vote on the budget set for June 3, 2026.

As budget conversations at City Hall begin, I want to hear from you. These are your hard-earned tax dollars, and your perspective matters. What services do you believe the city delivers well? Where do you see gaps or unmet needs? Where should we invest more — or spend less? Your feedback helps shape the decisions ahead.

For the past six years, I’ve asked residents to share their priorities through a budget survey. This year, with continued support from Rice University’s Kinder Institute for Urban Research, the YOUR TWO CENTS survey has been further refined to better capture your input.

Please take three to five minutes to complete the survey, and don’t forget to share any additional comments at the end. Public engagement is essential — we need YOUR TWO CENTS!

Budget workshops will begin with a special-called Budget and Fiscal Affairs (BFA) Committee meeting on Wednesday, May 6. At this meeting, the Finance Department will present its five-year forecast and budget overview. Individual city department workshops (23 of them!) will be held Tuesday, May 12 through Tuesday, May 19. All workshops will be held in the Anna Russell Council Chamber at City Hall and are open to the public.  The schedule for these workshops is below.

Each workshop typically begins with a presentation on the department’s proposed budget followed by questions from council members and the public. Council members are also able to submit questions via the city’s internal portal. The questions I submitted in previous years are available on my website’s budget page. If you have questions for specific departments, please submit them here. My team and I will work to get them answered.

We know most Houstonians interested in the budget process can’t make it downtown during the workday to attend the workshops. These meetings are also shown live on HTV and may be found after the fact linked on the HTV website

Further, to increase public engagement, BFA Vice Chair Mario Castillo and I will host two budget town halls: 
  • Saturday, May 16 at 10 AM — budget town hall at the Fonde Community Center, 110 Sabine Street, 77007
  • Wednesday, May 20 at 6 PM — virtual budget town hall via Microsoft teams

There will also be a public hearing on the FY 2027 budget May 20 at 9 AM in the Anna Russell City Council Chamber at City Hall.
