Why can't we play dry Holi this year?

Many neighboring societies are discussing the same issue, and major part of India is in drought like situation, even entire Maharashtra (excluding Mumbai?) is sever water crisis. is it justified water the scare resources? particularly rain dance?

refer the warning message from BMC below (source TOI dt 26/03/2013)

Water-free festival rashant Sapkale, assistant municipal commissioner of H(west) ward in Bandra (W), has been going around municipal schools in the area, talking to children about a water-free Holi. Sapkale has decided to take action against any rain dance, if organized by housing societies in the ward. “We have spoken to ALMs and said wherever there is rain dance, action will be taken for wasting water.” TNN

No civic tankers for Holi this year

Keeping the ongoing drought in mind, BMC will not provide water tankers to any housing societies that are planning to organise a rain dance or celebrate Holi by ordering extra water.
