homework 3 - SVD section

regarding other norms (norms other than the frobinious norm), can we
use whatever properties and features we
know about them in the exerecise without proving?

in question 3 in this(SVD) section, what do you mean by "expression of
the numerical rank"? do you mean
to give it upper and lower bounds? or to give a single expression
which evaluates to something really close to the rank?
