Proposed special categories

Let's agree on some specially-named categories that will help our cleanup efforts as well as assist with collaboration between the wiki and the docs team.

For example, we currently have the following:
 - External
 - Needs to be Reviewed
 - NOT FINISHED
 - Obsolete Pages

If we're going to keep these, let's agree on what they mean.

I propose that we add at least the following:
 - Docs Reference Needed
 - Engineering Notes
 - Replaced by Docs
 - Version Category Needed

I taked a look at the Alfresco Wiki to understand if it could be
possible to add other new categories for gardening, but I have no
other suggestions now.
