I created a process for marking a page as needing work:
* Start the page with this template: {{Page Needs Work}}
* End the page with this category: [[Category:Page Needs Work]]
* List what needs to be done on the discussion page with a "Page Needs Work: " paragraph (sign with --~~~~)
Now this category page has a handy todo list:

I also added to that page a list of topics for which we should create wiki pages.
In addition, I did a tackled a few other items:
* I removed all unused categories.
* I categorized uncategorized pages.
* The "Special Categories" category was not part of the category tree, so I added it under ROOT.
* I improved the formatting of the AVMWarning template.
* I added information about contributing to the wiki to the "Work Needed" page.
* I added to the "Trusted" group users who I either recognized or who have previously had legitimate edits.
Alex is going to regularly added users from the Active Users list to the Trusted group. One day we can purge all non-trusted users.
Now I can get back to the localization documentation, which is what started all of this.
