Hello,
Recently, the Chief Election Officer, Karnataka called for a meeting with all political parties in Karnataka to discuss the implementation of the Special Intensive Revision (SIR) of Electoral Rolls in the State. It was only then that the left, democratic and progressive political parties learnt that the SIR implemented in Bihar, which has left out 65 lakh voters out of the 7.89 crore voters, is being implemented in our State too.
The notification to implement SIR is expected to be issued any time after September 25th, 2025 and is expected to be done between October and December 2025. The Election Commission has been training Block Level Officers for the past month, and in the final leg of preparation to implement the same, has sought for list of booth agents from political parties. BJP, Congress and Aam Aadmi Party have already given their booth agent lists, whereas other parties objected to the implementation of SIR in Karnataka as the case challenging the exercise is pending before the Supreme Court of India. The CEO, Karnataka has stated that the objections raised will be sent to the ECI, but is following through to ensure the SIR is implemented. However, the CEO has written to the CEC seeking for time to implement the SIR for Bengaluru, as the GBA elections are impending.
We have seen how the SIR has wreaked havoc on the lives of the poor, Dalit, Adivasi, Muslim and women voters in Bihar, and has been an exercise to disenfranchise lakhs of people and to reduce them to second class citizens. Up until now, people chose their governments, but now the BJP Govt who will vote. The BJP is tailoring democracy to skew demographics and subvert elections itself. The Chief Election Commissioner and the Election Commission of India itself has come under scrutiny for their bias towards the BJP and that they have been helping the BJP to maneuver elections and democracy itself. Despite such dire circumstances and objections raised by the progressive parties and people of the State, the ECI has been bulldozing through the SIR exercise in several parts of the country, including in Karnataka.
Many of us concerned citizens have come together to plan a round table on this issue, to decisively send a message rejecting the SIR implementation in Karnataka. The round table will be held on October 10th, 2025 (Saturday) at 4 PM in Legislators Hall No. 5. We request you to please participate in this round table to send a unified message against SIR’s implementation in our State.

ನಮಸ್ಕಾರ,
ಇತ್ತೀಚಿನಲ್ಲಿ ಕರ್ನಾಟಕದ ಮುಖ್ಯ ಚುನಾವಣಾ ಅಧಿಕಾರಿಗಳು ರಾಜಕೀಯ ಪಕ್ಷಗಳೊಂದಿಗೆ ರಾಜ್ಯ ಮಟ್ಟದ ಮತದಾರರ ಪಟ್ಟಿಯ ವಿಶೇಷ ತೀವ್ರ ಪರಿಷ್ಕರಣೆಯನ್ನು (SIR) ಜಾರಿ ಮಾಡುವುದಾಗಿ ಸಭೆಯಲ್ಲಿ ತಿಳಿಸಿದರು. ಬಿಹಾರ ರಾಜ್ಯದಲ್ಲಿ ಒಟ್ಟು 7.89 ಮತದಾರರಲ್ಲಿ ಸುಮಾರು 65 ಲಕ್ಷ ಮತದಾರರನ್ನು ತಮ್ಮ ಮತಚಲಾಯಿಸುವ ಹಕ್ಕಿನಿಂದ ವಂಚನೆ ಮಾಡಿರುವ ಈ ಪ್ರಕ್ರಿಯೆಯನ್ನು ಕರ್ನಾಟಕದಲ್ಲಿ ಜಾರಿಮಾಡಲು ಸಿದ್ಧತೆ ನಡೆಸಲಾಗಿದೆ ಎಂದು ಎಡ, ಪ್ರಜಾಪ್ರಭುತ್ವ ಹಾಗೂ ಪ್ರಗತಿಪರ ರಾಜಕೀಯ ಪಕ್ಷಗಳಿಗೆ ಆಗಲೇ ತಿಳಿದುಬಂದದ್ದು.
ಸೆಪ್ಟೆಂಬರ್ 25ರ ನಂತರದಲ್ಲಿ ಅಧಿಸೂಚನೆಯನ್ನು ಜಾರಿಗೊಳಿಸಿ SIR ಪ್ರಕ್ರಿಯೆಯನ್ನು ಅಕ್ಟೋಬರ್ ಇಂದ ಡಿಸೆಂಬರ್ ತಿಂಗಳೊಳಗೆ ನಡೆಸಲಾಗುವುದು ಎಂದು ಹೇಳಲಾಗಿದೆ. ಒಂದು ತಿಂಗಳಿನಿಂದ ಚುನಾವಣಾ ಆಯೋಗವು ಬ್ಲಾಕ್ ಲೆವೆಲ್ ಆಫೀಸರ್ ಗಳಿಗೆ ಟ್ರೇನಿಂಗ್ ನೀಡಲಾಗಿದ್ದು, ರಾಜಕೀಯ ಪಕ್ಷಗಳಿಂದ ಬೂತ್ ಏಜೆಂಟ್ ಗಳ ಪಟ್ಟಿಯನ್ನು ಕೇಳಿದೆ. ಈಗಾಗಲೇ ಬಿಜೆಪಿ, ಕಾಂಗ್ರೆಸ್ ಹಾಗೂ ಆಮ್ ಆದ್ಮಿ ಪಕ್ಷದವರು ತಮ್ಮ ಬೂತ್ ಏಜೆಂಟ್ ಗಳ ಪಟ್ಟಿಯನ್ನು ನೀಡಿದ್ದಾರೆ. ಸಭೆಯಲ್ಲಿದ್ದ ಇತರೆ ಪಕ್ಷಗಳು ಕರ್ನಾಟಕದಲ್ಲಿ SIR ಜಾರಿಗೊಳಿಸಬಾರದೆಂದು ಆಕ್ಷೇಪವನ್ನೊಡ್ಡಿ ಮಾನ್ಯ ಸರ್ವೋಚ್ಚ ನ್ಯಾಯಾಲಯದಲ್ಲಿ ಈ ಕುರಿತು ಪ್ರಕರಣ ನಡೆಯುತ್ತಿರುವಾಗ ಹೇಗೆ ನಮ್ಮ ರಾಜ್ಯದಲ್ಲಿ ಜಾರಿಗೊಳಿಸಲಾಗುತ್ತಿದೆ ಎಂದು ಪ್ರಶ್ನಿಸಿದರು. ಕರ್ನಾಟಕದ ಮುಖ್ಯ ಚುನಾವಣಾ ಅಧಿಕಾರಿಗಳು ಈ ಆಕ್ಷೇಪಣೆಗಳನ್ನು ಭಾರತದ ಚುನಾವಣಾ ಆಯೋಗಕ್ಕೆ ರವಾನಿಸುವುದಾಗಿ ಹೇಳಿದ್ದರೂ ಸಹ, SIR ಅನ್ನು ಜಾರಿಗೊಳಿಸಲು ಮುಂದಾಗಿದ್ದಾರೆ. ಹೀಗಿದ್ದಾಗ್ಯೂ, ಬೆಂಗಳೂರಿನಲ್ಲಿ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ ಚುನಾವಣೆಯು ಶೀಘ್ರದಲ್ಲೇ ನಡೆಯಲಿದ್ದು, ಬೆಂಗಳೂರಿನಲ್ಲಿ SIR ನಡೆಸಲು ಕಾಲಾವಕಾಶವನ್ನು ಕೋರುತ್ತಾ ರಾಜ್ಯ ಮುಖ್ಯ ಚುನಾವಣಾ ಅಧಿಕಾರಿಗಳು ಮುಖ್ಯ ಚುನಾವಣಾ ಆಯುಕ್ತರಿಗೆ ಪತ್ರ ಬರೆದಿದ್ದಾರೆ.
ಬಿಹಾರದಲ್ಲಿ ಈ SIRನಿಂದ ಶೋಷಿತರು, ದಲಿತರು, ಆದಿವಾಸಿಗಳು, ಮುಸಲ್ಮನಾರು ಮತ್ತು ಮಹಿಳೆಯರು ಮತದಾನದ ಹಕ್ಕು ಕಳೆದುಕೊಂಡಿದ್ದರು ಹಾಗೂ ಇವರನ್ನು ಎರಡನೇ ದರ್ಜೆ ನಾಗರೀಕರನ್ನಾಗಿಸುವ ಹುನ್ನಾರವೂ ಇದು. ಇದುವರೆಗೂ, ಜನರು ತಮ್ಮ ಸರ್ಕಾರವನ್ನು ಚುನಾಯಿಸುತ್ತಿದ್ದರು. ಆದರೆ ಈಗ ಬಿಜೆಪಿ ಸರ್ಕಾರವು ಯಾರು ಮತಚಲಾಯಿಸಬಲ್ಲರು ಎಂದು ಹೇಳುತ್ತಿದೆ. ಬಿಜೆಪಿ ಮತದಾರರ ಸಂಖ್ಯೆಯನ್ನು ತಿರುಚುತ್ತಾ ತನ್ನ ಅನುಕೂಲಕ್ಕೆ ತಕ್ಕಂತೆ ಪ್ರಜಾಪ್ರಭುತ್ವವನ್ನು ರಚಿಸಿಕೊಳ್ಳುತ್ತಿದೆ ಹಾಗೂ ಚುನಾವಣೆಯನ್ನು ನಾಶಗೊಳಿಸುತ್ತಿದೆ. ಭಾರತದ ಚುನಾವಣಾ ಆಯೋಗ ಹಾಗೂ ಮುಖ್ಯ ಆಯುಕ್ತರು ಬಿಜೆಪಿ ಪರವಾಗಿ ಕೆಲಸ ಮಾಡುತ್ತಿದ್ದಾರೆ ಎಂಬ ಆರೋಪವೂ ಮಾಡಲಾಗಿದ್ದು, ಇವರು ಪ್ರಜಾಪ್ರಭುತ್ವ ಮತ್ತು ಚುನಾವಣಾ ಪ್ರಕ್ರಿಯೆಯನ್ನೇ ತಿರುಚಲು ಹೊರಟಿದ್ದಾರೆ. ಇಂತಹ ಗಂಭೀರ ಪರಿಸ್ಥಿತಿಯಲ್ಲಿ ಪ್ರಗತಿಪರ ಪಕ್ಷಗಳು ಹಾಗೂ ಸಾಮಾಜಿಕ ಕಾರ್ಯಕರ್ತರು SIR ವಿರುದ್ಧ ಎತ್ತಿದ್ದರೂ ಭಾರತದ ಚುನಾವಣಾ ಆಯೋಗವು ಕರ್ನಾಟಕವನ್ನೊಳಗೊಂಡಂತೆ ಈ ಪ್ರಕ್ರಿಯೆಯನ್ನು ದೇಶದೆಲ್ಲೆಡೆ ಒತ್ತಾಯಪೂರಕವಾಗಿ ನಡೆಸುತ್ತಿದ್ದಾರೆ.
ಸಾಮಾಜಿಕ ಕಳಕಳಿಯುಳ್ಳ ನಾಗರೀಕರು ನಾವು ಒಟ್ಟುಗೂಡಿ SIR ಅನ್ನು ಖಡಾಖಂಡಿತವಾಗಿ ತಿರಸ್ಕರಿಸುವ ಸಂದೇಶವನ್ನು ಕಳುಹಿಸಲು ದುಂಡು ಮೇಜಿನ ಸಭೆಯನ್ನು ದಿನಾಂಕ 10.10.2025 (ಶುಕ್ರವಾರ) ಸಂಜೆ 4 ಗಂಟೆಗೆ ಶಾಸಕರ ಭವನದಲ್ಲಿ ಆಯೋಜಿಸಿದ್ದೇವೆ. ಕರ್ನಾಟಕದಲ್ಲಿ SIR ಅನ್ನು ಜಾರಿಗೊಳಿಸಲು ನಾವು ಬಿಡುವುದಿಲ್ಲ ಎಂದು ಒಕ್ಕೊರಲಿನಿಂದ ಘೋಷಣೆ ಮಾಡೋಣ. ನೀವು ಈ ದುಂಡು ಮೇಜಿನ ಸಭೆಯಲ್ಲಿ ಭಾಗವಹಿಸುತ್ತೀರಿ ಎಂದು ಭಾವಿಸಿದ್ದೇವೆ.
