Après le drame de Ceuta : les vies humaines ne doivent plus être sacrifiées aux politiques sécuritaires
Les dynamiques sociales du Forum Social Maghrébin expriment leur profonde consternation et leur douleur face au drame survenu à la frontière de Ceuta, qui a coûté la vie à plus d'une centaine de personnes selon plusieurs organisations de défense des droits humains, et fait des milliers de blessés, disparus, arrêtés ou refoulés. Nous présentons nos condoléances aux familles des victimes et exprimons notre entière solidarité avec toutes les personnes migrantes et leurs proches.
Ce nouveau drame n'est ni un accident ni une fatalité. Il est la conséquence directe de politiques migratoires fondées sur la fermeture des frontières, la militarisation des espaces frontaliers et la criminalisation de la mobilité humaine. Les politiques de « Forteresse Europe », renforcées depuis des années, privilégient la dissuasion et la répression au détriment de la protection des vies humaines et des obligations internationales en matière de droits humains.
Les dynamiques sociales du Forum Social Maghrébin dénoncent la responsabilité des institutions européennes et des États membres qui poursuivent une politique d'externalisation du contrôle des frontières vers les pays du Maghreb, transformant ces derniers en gardiens des frontières de l'Union européenne. Cette externalisation s'accompagne d'un soutien politique, financier et sécuritaire qui favorise la répression des personnes migrantes plutôt que la mise en place de voies de migration sûres et régulières.
Nous pointons également la responsabilité de l'Espagne en tant qu'Etat pour sa non assistance à une population vulnérable en déployant l'armée, en empêchant les migrants d'accéder à nourriture et eau, et en les laissant face à la vindicte populaire sans protection tout en laissant se propager les fausses informations autour des circonstances de cet événement.
Nous dénonçons également la responsabilité des gouvernements maghrébins, et en particulier celle des autorités marocaines, dans la gestion de cette tragédie. Le silence officiel observé après ces événements, l'absence d'explications publiques, de compassion envers les victimes et d'engagement à établir la vérité sont inacceptables. Les autorités doivent répondre aux nombreuses interrogations concernant les circonstances du drame, les interventions des forces de sécurité et le traitement réservé aux personnes migrantes.
Au-delà de la gestion sécuritaire, cette tragédie révèle l'échec des politiques économiques et sociales menées depuis des décennies dans les pays du Maghreb. Le chômage massif des jeunes, la précarité, les inégalités territoriales, la marginalisation sociale, le manque de perspectives et l'absence de politiques publiques garantissant des emplois décents, la justice sociale et la dignité poussent des milliers de jeunes à risquer leur vie dans des traversées désespérées.
Nous condamnons également les discours alarmistes et sécuritaires qui dominent le débat public européen. En présentant les migrations comme une menace, ces discours alimentent les peurs, légitiment le durcissement des politiques migratoires et renforcent les forces d'extrême droite, qui exploitent ces drames à des fins électoralistes au lieu de rechercher des solutions fondées sur la solidarité, les droits humains et la coopération.
Les dynamiques sociales du Forum Social Maghrébin expriment leur vive inquiétude face aux informations faisant état de refoulements collectifs, de recours excessif à la force et de violations des droits fondamentaux des personnes ayant atteint Ceuta ou tenté de franchir la frontière. Les expulsions sommaires sont contraires aux normes internationales et au droit d'asile.
Nous demandons :
- L'ouverture d'une enquête indépendante, transparente et impartiale sur les circonstances ayant conduit à cette tragédie, afin d'établir toutes les responsabilités.
- Que les autorités marocaines et espagnoles garantissent la vérité, la justice et des réparations pour les victimes et leurs familles.
- La fin des expulsions collectives et le respect effectif du droit d'asile et des garanties procédurales individuelles.
- L'abandon des politiques d'externalisation des frontières et des approches exclusivement sécuritaires de la migration.
- La mise en œuvre de politiques de développement fondées sur les droits, créatrices d'emplois décents, particulièrement pour les jeunes, et réduisant les inégalités sociales et territoriales dans les pays du Maghreb.
- L'ouverture de voies de migration sûres, régulières et respectueuses de la dignité humaine.
- Le renforcement de la coopération entre les sociétés civiles des deux rives de la Méditerranée pour défendre les droits des personnes migrantes et combattre le racisme, la xénophobie et les discours de haine.
Les dynamiques sociales du Forum Social Maghrébin réaffirment que la mobilité est un droit humain et que les personnes migrantes ne sont ni une menace ni une monnaie d'échange dans les relations diplomatiques entre États. Les vies humaines ne peuvent continuer à être sacrifiées au nom de politiques sécuritaires inefficaces et contraires aux valeurs universelles de justice, de solidarité et de dignité.
Nous appelons les mouvements sociaux, les organisations syndicales, les associations de défense des droits humains et l'ensemble des forces démocratiques du Maghreb, d'Europe et d'Afrique à se mobiliser pour exiger un changement profond des politiques migratoires et des politiques de développement qui condamnent des générations entières à l'exil ou à la mort aux frontières.

بعد مأساة سبتة: لا يجوز الاستمرار في التضحية بحياة البشر من أجل السياسات الأمنية
تعبّر الحركات الاجتماعية للمنتدى الاجتماعي المغاربي عن استنكارها وحزنها العميقين للمأساة التي وقعت عند حدود سبتة، والتي أدت، وفق العديد من منظمات حقوق الإنسان، إلى وفاة أكثر من مئة شخص، وإلى آلاف الجرحى والمفقودين والمعتقلين والمُرحَّلين. ونتقدم بتعازينا لأسر الضحايا، ونعبّر عن تضامننا الكامل مع جميع المهاجرين وذويهم.
هذه المأساة الجديدة ليست حادثاً عارضاً ولا قدراً محتوماً، بل هي نتيجة مباشرة لسياسات الهجرة القائمة على إغلاق الحدود، وعسكرة المناطق الحدودية، وتجريم التنقل البشري. إن سياسات «أوروبا القلعة»، التي تعززت على مدى سنوات، تُغلّب الردع والقمع على حساب حماية حياة البشر والالتزامات الدولية في مجال حقوق الإنسان.
وتندّد الحركات الاجتماعية للمنتدى الاجتماعي المغاربي بمسؤولية المؤسسات الأوروبية والدول الأعضاء التي تنتهج سياسة تفويض مراقبة الحدود إلى بلدان المغرب العربي، مُحوِّلة هذه البلدان إلى حرّاس لحدود الاتحاد الأوروبي. ويترافق هذا التفويض مع دعم سياسي ومالي وأمني يشجّع على قمع المهاجرين عوض إقامة مسارات هجرة آمنة وقانونية.
كما نشير إلى مسؤولية إسبانيا كدولة عن عدم مساعدة السكان الضعفاء من خلال نشر الجيش، ومنع المهاجرين من الحصول على الغذاء والماء، وتركهم يواجهون الغضب الشعبي دون حماية، مع السماح في الوقت نفسه بانتشار معلومات كاذبة حول ملابسات هذا الحدث.
كما نندّد بمسؤولية الحكومات المغاربية، وخصوصاً السلطات المغربية، في التعامل مع هذه المأساة. فالصمت الرسمي الذي لوحظ بعد هذه الأحداث، وغياب أي توضيحات علنية أو تعاطف مع الضحايا أو التزام بإحقاق الحقيقة، أمور غير مقبولة. ويتعين على السلطات الرد على التساؤلات الكثيرة المتعلقة بملابسات المأساة، وتدخلات قوات الأمن، والمعاملة التي تعرّض لها المهاجرون.
وبعيداً عن التدبير الأمني، تكشف هذه المأساة عن فشل السياسات الاقتصادية والاجتماعية المتبعة منذ عقود في بلدان المغرب العربي. فالبطالة الجماعية في صفوف الشباب، والهشاشة، والتفاوتات الجهوية، والتهميش الاجتماعي، وانعدام الآفاق، وغياب سياسات عمومية تضمن مواطن شغل قارة وعدالة اجتماعية وكرامة، كل ذلك يدفع آلاف الشباب إلى المجازفة بحياتهم في رحلات محفوفة باليأس.
ونستنكر أيضاً الخطابات المثيرة للقلق والمهووسة بالأمن التي تسيطر على النقاش العام الأوروبي. فبتصويرها الهجرة كتهديد، تغذّي هذه الخطابات المخاوف، وتُشرعن تشديد سياسات الهجرة، وتقوّي قوى اليمين المتطرف التي تستغل هذه المآسي لأغراض انتخابية بدل البحث عن حلول قائمة على التضامن وحقوق الإنسان والتعاون.
ويعبّر المنتدى الاجتماعي المغاربي عن قلقه البالغ إزاء المعلومات التي تفيد بحدوث عمليات ترحيل جماعي، واستخدام مفرط للقوة، وانتهاكات للحقوق الأساسية للأشخاص الذين وصلوا إلى سبتة أو حاولوا عبور الحدود. إن عمليات الطرد الجماعي تتعارض مع المعايير الدولية وحق اللجوء.
إننا نطالب بما يلي:
• فتح تحقيق مستقل، شفاف ونزيه في ملابسات هذه المأساة، من أجل تحديد جميع المسؤوليات.
• أن تضمن السلطات المغربية والإسبانية الحقيقة والعدالة والتعويضات للضحايا وأسرهم.
• وضع حد لعمليات الطرد الجماعي، والاحترام الفعلي لحق اللجوء والضمانات الإجرائية الفردية.
• التخلي عن سياسات تفويض مراقبة الحدود والمقاربات الأمنية المحضة للهجرة.
• تنفيذ سياسات تنمية قائمة على الحقوق، مُنتِجة لمواطن شغل قارة، خاصة لفائدة الشباب، وتحد من التفاوتات الاجتماعية والجهوية في بلدان المغرب العربي.
• فتح مسارات هجرة آمنة وقانونية ومحترمة للكرامة الإنسانية.
• تعزيز التعاون بين المجتمعات المدنية على ضفتي البحر الأبيض المتوسط للدفاع عن حقوق المهاجرين ومكافحة العنصرية وكراهية الأجانب وخطابات الكراهية.
يعيد المنتدى الاجتماعي المغاربي التأكيد على أن التنقل حق من حقوق الإنسان، وأن المهاجرين ليسوا تهديداً ولا ورقة مقايضة في العلاقات الدبلوماسية بين الدول. لا يمكن الاستمرار في التضحية بحياة البشر باسم سياسات أمنية غير فعّالة ومتعارضة مع القيم الكونية للعدالة والتضامن والكرامة.
وندعو الحركات الاجتماعية والمنظمات النقابية وجمعيات الدفاع عن حقوق الإنسان وجميع القوى الديمقراطية في المغرب العربي وأوروبا وأفريقيا إلى التعبئة من أجل المطالبة بتغيير جذري في سياسات الهجرة وسياسات التنمية التي تحكم على أجيال كاملة بالمنفى أو الموت عند الحدود.

Statement by the Social Dynamics of the Maghreb Social Forum
After the Ceuta Tragedy: Human Lives Must No Longer Be Sacrificed to Security Policies
The Social Dynamics of the Maghreb Social Forum express their profound shock and sorrow over the tragedy that unfolded at the Ceuta border, which claimed the lives of more than one hundred people, according to several human rights organizations, while leaving thousands more injured, missing, arrested, or forcibly returned. We also extend our deepest condolences to the families of the victims and express our full solidarity with all migrants and their loved ones.
This latest tragedy is neither an accident nor an inevitability. It is the direct consequence of migration policies built on border closures, the militarization of border areas, and the criminalization of human mobility. The “Fortress Europe” approach, steadily reinforced over the years, has consistently prioritized deterrence and repression over the protection of human lives and the fulfilment of international human rights obligations.
The Social Dynamics of the Maghreb Social Forum hold the European institutions and EU Member States responsible for pursuing a policy of externalizing border control to the countries of the Maghreb, effectively turning them into gatekeepers of the European Union's external borders. This policy of externalization is backed by political, financial, and security support that fuels the repression of migrants rather than the development of safe, regular, and accessible migration pathways.
We also hold Spain, as a State, responsible for failing to provide assistance to a vulnerable population by deploying the army, denying migrants access to food and water, leaving them exposed to public hostility without protection, and allowing false information about the circumstances surrounding this tragedy to spread unchecked.
We also hold the governments of the Maghreb, and the Moroccan authorities in particular, responsible for their handling of this tragedy. The official silence that has followed these events, the absence of any public explanation, the lack of compassion shown to the victims, and the failure to commit to establishing the truth are unacceptable. The Moroccan authorities must provide a full and transparent account of the circumstances surrounding the tragedy, the conduct of the security forces, and the treatment of migrants.
Beyond the security-driven response, this tragedy lays bare the failure of the economic and social policies pursued for decades across the Maghreb. Mass youth unemployment, widespread insecurity, regional inequalities, social marginalization, the lack of prospects, and the absence of public policies capable of ensuring decent work, social justice, and human dignity are driving thousands of young people to risk their lives in desperate attempts to cross borders.
We also condemn the alarmist and security-driven narratives that dominate public debate across Europe. By portraying migration as a threat, these narratives fuel fear, legitimize increasingly restrictive migration policies, and strengthen far-right forces, which exploit such tragedies for electoral gain instead of pursuing solutions grounded in solidarity, human rights, and international cooperation.
The Social Dynamics of the Maghreb Social Forum express their deep concern over reports of collective pushbacks, the excessive use of force, and violations of the fundamental rights of those who reached Ceuta or attempted to cross the border. Summary expulsions are totally incompatible with international law and undermine the right to seek asylum.
We call for:
• The establishment of an independent, transparent, and impartial investigation into the circumstances that led to this tragedy, with a view to establishing all responsibilities;
• The Moroccan and Spanish authorities to ensure truth, justice, and reparations for the victims and their families;
• An end to collective expulsions and full respect for the right to seek asylum and individual procedural guarantees;
• The abandonment of border externalization policies and of migration approaches based exclusively on security considerations;
• The implementation of rights-based development policies that create decent jobs, particularly for young people, and reduce social and regional inequalities across the Maghreb;
• The creation of safe, regular, and dignified migration pathways;
• Strengthened cooperation among civil society organizations on both sides of the Mediterranean to defend the rights of migrants and combat racism, xenophobia, and hate speech.
The social movements of the Maghreb Social Forum reaffirm that freedom of movement is a fundamental human right and that migrants are neither a threat nor bargaining chips in diplomatic relations between States. Human lives must no longer be sacrificed in the name of ineffective security policies that violate the universal values of justice, solidarity, and human dignity.
We call on social movements, trade unions, human rights organizations, and all democratic forces across the Maghreb, Europe, and Africa to mobilize and demand a fundamental shift in migration and development policies that condemn entire generations to exile or death at the borders.
