UNRWA, the UN agency supporting Palestinian refugees since 1949, has become a central target in the polarized debate over Israel and Palestine. Since 7 October and Israel's ensuing war on Gaza, pro-Israel political actors in Germany and beyond have waged a sustained campaign to cut the agency's funding, a push that led to Germany's temporary suspension of aid in 2024 and now threatens UNRWA's ability to function amid an ongoing humanitarian catastrophe. Rosa Luxemburg Foundation’s new study puts a spotlight on this campaign for the first time, mapping the networks, strategies, and narratives that pro-Israel organizations in Germany, the US, and Israel use to shape political and media debates.
