I am porting Mersenne Twister RNG algorithm to Ether. How can I use
Unsigned Integers in Ether?

I believe you can as well use 32-bit signed integers as almost all bitwise
operations act the same. The only one that is different is right shift:
use >>> operator for unsigned right shift.
