Get a degree or license?

i already have a master degree. My next goal is to be qualified to
teach Chinese. Should i spend time to pursue another master degree or
to get a license? Can i be qualified to teach in college if i only
have license?

The teacher certification regulations in NY State may change this
fall.
Currently, 30 credits in Chinese are required to apply for the Chinese
langauge licence. The new regulation will be flexible and ask
proficient speakers to take a national oral and written test in lieu
of some credits. 6 credits are still needed. You will still need to
pass the test for all teachers. It would be a lot easier if you
already hold a NY state license.

Can I teach Chinese in the public school if I pass the BEA in Mandarin
and obtain a bilingual extension in addition to my masters?
