I attended 2nd reading of Bill 211, a private members bill introduced
on Dec 1, 2008@1700h by Allan DeLong MLA for Calgary - Bow.

The bill provides for DOCUMENTATION OF CHILD ACCESS EXCHANGE between
parents. It is intended to formalize a protocol that allows divorced
or separated parents to document an exchange of children as per
instructions in parenting orders. Currently when one or both parents
do not cooperate on respecting such exchanges a child is denied the
opportunity to spend designated time with a parent. This act will
establish a protocol to document that such exchanges have taken place
AND expand the locations of potential providers to various groups like
registered DayCare Centers, Public Schools and Child Psychologists.

The bill has still to complete 3rd reading before it is adopted as
law.
