Hi all, 

I kept the poll open a few more days to accommodate some National Grid folks, but we have a date when most of us can make it.  I will be sending out a calendar invite to this list of people for Tuesday, April 21st from 4-5pm.  Please check the list of recipients here and forward that invite to those who may also want to join from your teams.

I thought we could keep the agenda simple:
  1. Defining the problem
  2. What tools Cornell has available
  3. What tools UAlbany has available
  4. What tools National Grid has available
  5. What tools the City of Albany has available
  6. How can we best collaborate?

In terms of defining the problem, how is this? I know it's a bit long...

In the City of Albany, 60% of community-wide greenhouse gas emissions comes from building energy use. Of the 48,873 households in the city, 30,554 (63%) rely on natural gas for heat, 15,461 (32%) rely on electricity, 1,342 (3%) rely on fuel oil, kerosene, etc., and 777 (2%) of households use bottled gas such as propane. This means that 68% of Albany's households use fossil fuels directly for heat. The 32% using electricity rely on a grid mix of fossil fuels (26%), nuclear (32%) and renewables (42%) for heating. Of course, the 100% of Albany households using electricity for non-heating purposes rely on the same Upstate grid mix.

Electrification of the City's building stock is necessary for meeting the United Nations and City goal of net zero emissions by 2050 as well as the state's less ambitious goal of an 85% emissions reduction by the same year. It is also necessary that we ensure that the electricity used comes from renewable sources (nuclear, though emissions-free, clearly has its own problems). This means:
  1. Electrification. The large-scale deployment of air-source and/or ground-source heat pumps, most likely involving the creation of a network of Community Thermal Energy Networks (CTEN's) as well as standalone heat pump installations.
  2. Pre-electrification. Albany is a 400-year-old city with an aging building stock. Many of the buildings in the city are too energy-inefficient for heat pumps to be effective. An investment in 'pre-electrification' work is needed for things like insulation, window replacements, asbestos and mold abatement, etc. A community-scale effort at energy efficiency and weatherization is likely a prerequisite for neighborhood CTENs in many areas.
  3. Renewables. An equally ambitious investment in renewable energy is needed, including broad enrollment in community solar programs, installation of distributed solar on individual properties and building out community-scale battery storage.

Given the UN and City goal of net zero emissions by 2050, how can we best a) electrify the city's building stock and b) ensure that the electricity used comes from renewable sources? Understanding that this work will take decades, where do we start? What are our early steps? How can the City, universities, and National Grid best collaborate to achieve these goals? How does the modeling being done by Cornell and UAlbany move us forward?

This definition of the problem is just my personal understanding of where we're at, of course.  If there are different opinions, please do share them! For instance, I know electrification in thirty years will be problematic for National Grid without more investment in the basic infrastructure of the grid, and that our utility is not necessarily on board with full electrification (yet!).

I'm assuming that no problem is insurmountable and I'm hoping we can come up with some ways to accelerate an emissions-free (or emissions-light) Albany.

I'm still learning so don't have a very strong grasp on the potential of Timur and Rob's work. All I know is we need to decarbonize all our buildings.

 

I would imagine it would be a daytime meeting, though end of the day is always an option. Let me know if you're interested.

Hi Jason, 
This is super interesting and I greatly appreciate the data and analysis you provide about how homes are heated in the city.

Two questions:
-Can SC members attend?
-To date I have not seen any way I can let National Grid know that I am using solely electricity for my heating with heat pumps.  And I’m always being sent updates showing me that I am less efficient in my electricity use than my neighbors.  I’m thinking the data National Grid is using is wrong because they are not yet accounting for heat pumps.

 Does anyone have a record of how many homes are doing this now as a baseline?  Shouldn’t National Grid be collecting this data and sharing it with the City?

Hi Tina, 

  1. Only the people who have been involved with the ASC Building Decarbonization Working Group are invited to this one - we already have 12 people coming and I expect up to half a dozen more. 
  2. The only record I know of would be the permits filed with the Codes office for heat pump installs, but it's not data thats collected anywhere, and that would only tell us who intended to install, not who ended up doing it.  Have you reached out to Grid about your reported lack of efficiency?

Thanks for the info.  I reached out to National Grid once, but will try again.  It seems to me they should be collecting this data from their customers as more and more people install heat pumps for either full or partial heating/cooling.  Can this be brought up with National Grid at your meeting?

Also, I pulled a building permit for my heat pumps but many companies do not (I actually got chastised by my installation company for doing so).  So that's definitely not a reliable source of information!
