New York State Adaptation and Resilience Plan Updates

New York State Adaptation and Resilience Plan (NYSARP) unifies ongoing and future state-led climate actions with a Vison and Principles for adaptation and resilience.

In April 2025, Governor Hochul announced the launch of the NYSARP, led by an agency team of the Department of Environmental Conservation (DEC), Department of State (DOS), Division of Homeland Security and Emergency Services (DHSES), and New York State Energy Research and Development Authority (NYSERDA), in partnership with other state agencies.

The NYSARP unifies existing state-led adaptation and resilience planning initiatives to support local efforts to increase community adaptation and resilience to climate change impacts. The Vision and Principles (see below) are the core components to guide ongoing and future state-led climate resilience actions to better support local adaptation.

Adaptation and Resilience Vision

New York State is resilient and adaptable to climate change. Through inclusive planning and partnerships, coordinated and proactive action, and strategic investment, New York protects lives, strengthens infrastructure, and values nature now and in the future.

Adaptation and Resilience Principles

  • Proactively protect lives and livelihoods.
  • Pursue robust, sustainable solutions that consider long term effects to future generations. 
  • Apply the best available climate science in decision making.  
  • Preserve critical ecosystems and advance nature-based solutions wherever feasible. 
  • Recognize regional and local challenges and strengthen and embrace partnerships. 
  • Coordinate across governments to accelerate action together.
  • Prioritize equity, transparency, and inclusivity.
  • Foster flexibility, practice continual learning, and encourage innovation.

Engagement with State Agency, Local Government, and Community Partners

New York State agencies, local government representatives, and community partners are engaged throughout the development of NYSARP and provided important perspective and input to the Vision and Principles. Insights from climate equity focused partners, local and regional partners, and consultation with Tribal and Nation leadership have been incorporated into the Vision and Principles and continue to be a fundamental component in NYSARP development.
