Sequel to our inquiry from the Nigeria National Petroleum Corporation (NNPC) on the misleading ban letter that has been circulation on social medias for crude oil supply on Tanker Take Over within the West African water, which was issued out by some unguided elements.

We hereby declare that we can still supply NBLCO on TTO at the moment within the west African water.

                                                    

However, we are actually supporting the local content act for buyers to be doing inspection on Nigeria waters, instead of giving our businesses to other inspection companies outside Nigeria when we have ours like calibrate and overseas marine here.

 

BELOW IS OUR CURRENT TRANSACTION OPERATIONAL PROCEDURE FOR TTO DELIEVERY TO 12-14 NM TEMA GHANA WEST AFRICAN WATER

 

1. Seller and buyer sign SPA. Buyer sends back countersigned PDF converted SPA/NOR/ETA ATB format, Inspectors Passport, Detailed CIS- including the company name that the captain will use for announcement.

 

2. Buyer’s bank sends Bank to bank Pre-advice/RWA.

 

3. Seller fiduciary Bank Responds With A Pre-Advice For A 2%PB .

 

4. Buyer direct his bank to issue STANDBY LETTER OF CREDIT (SBLC) FOR One ($1) Million United State Dollars (USD$1,000,000.00USD) Via MT760 Swift for Minimum of Sixty (60) Days or SBLC covering the total cost of the cargo for One Year and One (1) as payment for logistics to deliver TTO of 2,000.000 Barrels at 12-14 Nautical Miles at Tema Ghana waters.

 

5.  Seller fiduciary bank receives and confirms the SBLC and if successful, DIRECTS HIS FIDUCIARY TO ISSUES A 2% PERFORMANCE BOND TO BUYER BANK.

 

6. Vessel captain issues NOR/ETA to buyer, shipping agent and inspectors. NNPC Terminal/Seller to send cargo documents in seller/buyers company name.

 

7. Vessel sails to 12-14 nautical miles off Tema port. Vessel e-booking and radio announces (with recording) arrival to Tema port control tower.  After port clearance, Seller and Buyer Agent continue to maintain communication with vessel captain

 

8. Vessel Master issues MARINE AUTHORITY TO BOARD (MATB) to buyer nominated supercargo and inspectors (INTERTEK/SGS) to come on board for confirmation and Q & Q Inspection Report.

 

9. Upon confirmation of cargo by inspection team, supercargo remains on board, and inspectors come down with sample. Within 24 hours buyer unconditionally pays one ($1) million United State Dollars (USD$1,000.000.00) for the 2Million bbls of cargo to seller as logistics and document transfer whilst awaiting full attestation.

 

10. Within 3 working days of receipt of full attestation results from (INTERTEK/SGS), buyer makes payment for cargo via MT103 less the money already paid for logistics and documentation as well as all commissions.

 

11. Seller introduces buyer to vessel handlers for re-chartering of vessel. Buyer completes re-charter of vessel and moves to final discharge port.

 

12. CONTRACT: For subsequent shipments, Buyer shall issue SBLC for full cargo quantities they wish to buyer to Seller nominated account while Seller issue 2% cash backed performance bond and makes additional 11 shipments to the Buyer on CI, Dip and Pay Basis.
