My previous response is as clear as I can be without having a bit more understanding of what the functionality would look like.
* Right now I’m not sure where the PDF is coming from – is it something the citizen fills out in another program and then attaches to Alaveteli, or is Alaveteli generating it?
* On what page would the user add it? Is it the same for each request, or different? If it’s the same, probably best to attach it on the user’s account page. If it’s different then while making the request. Can the uploader be added to an existing page, or does it need an extra step in the process so that there’s space for enough explanatory help text?
* What happens to the PDF after being sent? Is it just discarded, or would Alaveteli need to store it? Should it get published with the request?
* Does it contain sensitive personal information? What happens if the authority includes it in their response which gets automatically published? Would you need to get alerted or have it automatically redacted?
If we think it would take a day of development, then we could probably squeeze it in. If it feels more like 10 days, then we’d need dedicated funding.
