Howdy:  I have been attending city council meetings this past weekend  (their expensive "retreat" at Creede on the 14th and 15th) and today Monday the 17th the CML meeting at MV city hall, and have learned that the people in all levels of Colorado government fear the passage of ballot issues 60, 61, and 101 and are going to try and convince the voters they are bad.  The first two are amendments to the state constitution, and are therefore set in concrete pretty much if they pass as the legislature can not change them, and will lower property taxes and prohibit actions such as the Alamosa city council attempted recently when the wanted to build the new city hall without going to a vote of the people by using certificates of participation (COP) instead of selling bonds directly under the city's authority.   Also, #61 deals with government going into debt and may require a vote by the people before the city could even enter a lease agreement.  They also have features such as limiting all future tax increases to 10 years, at which time they expire or must be voted on again, I believe.  #101 is an inititive to change state law, which means it isn't necessarily permanent, as the legislature could change it just like any other law can be modified.  Ballot issue 101 is the one dealing with lowering license and registration fees, if I recall correctly.  And one of these has a nice feature--it will allow anyone who owns property in a city to vote at city elections!  This means someone like Ruthie Brown, who owns the Green Spot garden center on State Ave., but lives out in the county, would get the right to vote on city issues that affect her business!  So hopefully everyone on the tea party circuit will gear up to counter the government, which is planning on putting out "talking points" to try and convince the voter to votge against these three issues.  Maybe some of you have more info on these issues also?  If so, lets keep each other informed.  Leon Moyer.
