Fred,

When an emergency takes place, CERT members activate in their neighborhood, set up an Incident Command Post and assess damage throughout the area. They use their CERT skills to respond to damage, assisting injured victims and managing the situation until professional responders are able to arrive. 

In calmer times CERT members may help with non-emergency projects that improve the safety of their neighborhood and community.
