Fred,

When an emergency takes place, CERT members activate in their neighborhood, set up an Incident Command Post, and assess damage throughout the area. They then use their CERT skills to respond to damage assisting injured victims and managing the situation until professional responders are able to arrive. 

In calmer times CERT members may help with non-emergency projects that help improve the safety of their neighborhood and community.

To get a better idea of what CERT volunteers do in an emergency, see the "CERT in Action" training film in the "Training Videos" section of the Alameda CERT website.
