Please ask your special representative Shyam Sharan to return to Bhaarat.  As you know, Shyam Sharan is not being welcomed in Kathmandu.  He is widely credited with bringing the present instability in Nepaal.  Bhaarat itself is suffering from internal and external conflicts.  You should deal with your own problems first rather than sending your envoy to facilitate any type of talks for the Nepaal government.  It must be known to you that Congress hegemony is summarily rejected in Nepal.  Let Nepal stabilize itself.

Shyam Saran being sent as special envoy to Nepal

New Delhi: In an effort to end the stalemate in Nepal over the election of a new prime minister, India is sending its former Foreign Secretary, Shyam Saran, as special envoy to Kathmandu on Wednesday with a mandate to engage all political parties, including the Maoists, and help build a consensus on the formation of a government that can take the peace process and the task of Constitution writing to a conclusion by next year's new deadline.

Mr. Saran served earlier as the Indian ambassador in Kathmandu and played a key role within the Indian establishment in backing the 12-point understanding among the Maoists, the Nepali Congress and the Unified Marxists-Leninists. That alliance, which eventually led to the end of the monarchy and the establishment of a republic, came under strain before — and especially after — the 2008 elections to the Constituent Assembly in which the former rebels led by Pushpa Kamal Dahal ‘Prachanda' emerged as the single largest party.

Mr. Prachanda, who was subsequently sworn in as the first elected Prime Minister of the republic, resigned in 2009 following a stand-off with the Nepal Army in which the NC and the UML, as well as India, sided with the generals. UML leader Madhav Kumar Nepal then became the Prime Minister. Following his resignation on June 30, 2010, the CA has been unable to elect a new leader, with both Mr. Prachanda, and the NC candidate, Ram Chandra Poudel, failing to win a simple majority in the 601-member House despite repeated balloting. The UML and the Madhesi parties have so far abstained, though there are indications that the largest of the Madhesi groups may be inclined to back the Maoists.

Sources say Mr. Saran's role will be to consult with the Maoists and the two smaller national parties, as well as with the various Madhesi factions. The decision to form a government will have to be taken by the Nepali parties themselves but New Delhi feels it can no longer afford to remain completely aloof from the process.

Indian Embassy Counselor threatens my life: Nepal-Maoist CA member

In a tantalizing revelation, one of the Constituent Assembly members of the Nepal Communist Party-Unified Maoists’ talking live to a Private Television Channel claimed that his life was threatened by a Counselor at the Indian Embassy in Kathmandu.

“I am Counselor Das talking to you said the Indian embassy staffer talking to me over my mobile phone”, CA member Ram Kumar Sharma of the Maoists’ Party claimed while talking to Journalist Tirtha Bhandari of ABC News Channel over a discussion entitled “Janta Jindabad”

“While the electoral process for the Prime Minister was going on today, Ambassador Rakesh Sood of India too talked to me over telephone and tried to influence me”, claimed Sharma while talking to the TV channel.

Ram Kumar Sharma who had recently quit the Tarai Madhesh Loktantrik Party to join the Unified Maoists’ Party, further adds, “They may have been worried over the possible victory of Chairman Prachanda in the prime ministerial election.”

“He (Counselor Mr. Das) threatened me in a terrible manner…his acts are totally deplorable”, said a frightened Sharma and added: I do not think that the government of India wanted to threaten me personally nor the ambassador of India, but, this event has made us all very very serious”.

“The deplorable act of the Counselor will further deteriorate existing relations between the two countries”, added Sharma.

Sequence of events beginning August 05, 2010 as told by Mr. Sharma:

-Early morning Thursday, I received a telephone call from Mr. Siddhartha Gautam (Tripathi) of the Lumbini Foundation (TGW: Lumbini Foundation is presumably involved in anti-China activities in Nepal and at times is seen close to the Pakistani Ambassador as well, March 11, 2019 at Hotel Malla,). I knew Gautam since long time. Gautam told me that I was too much involved in the government making process. He advised me not to get too much engaged.

-Later during the day, I received a telephone call from the Assistant Principle of Kendriya Bidhyala (School run by the Indian embassy in Kathmandu wherein Indian national songs are mandatory). The Assistant Principle told me that since the School was overcrowded, I should find another educational institution for my daughter. My daughter recently passed the SLC examination with a distinction mark. He also advised me to talk to either the Indian Deputy Chief of Mission or the Ambassador himself if I wanted my daughter to continue her education in the Kendriya Bidhyala.

-After few hours, I received yet another call from an unknown number. The “person” said that he was Counselor Das Ji speaking from the Indian embassy. He directly said that what I was doing was not appropriate. He said that I have not been supportive enough to the Indian Embassy here.

- Today, August 6, 2010 around 12 noon, I received another call from Counselor Mr. Das. He threatened me that either I will be abducted or I will be taken care of properly. After that I also snubbed him. I told him that he was a criminal and a hooligan and that I will talk to his father in New Delhi directly. Das also threatened me that if I continued in doing what I was doing, my daughter may be abducted.

-Around, 5:00 PM this afternoon while I was in the parliament, Ambassador Sood talked to me directly but in a very much diplomatic manner. He told me that I will soon lose my Constituent Assembly membership and that the TMLP was going to penalize me shortly.

Finally, and very unfortunately, this event has made it abundantly clear that Shyam Saran has damaged the already dwindling Nepal-India relations.

Is Dr. Man Mohan Singh listening? Will the Indian PM will recall Mr. Das and Ambassador Sood and apologize to the Nepalese population?

Coercive politics this! AN EXEMPLARY ONE INDEED.

UCPN (Maoist) Central Committee member and lawmaker Ram Kumar Sharma, who claimed few days ago that he received death threat by an Indian embassy official, has submitted a letter to Constituent Assembly Chairperson Subash Nemwang requesting the latter to immediately make arrangements for his security.

Formally notifying the CA Chair about the threat he claims to have received from a consular at the Indian Embassy (whose name has not been revealed yet) in the letter, Sharma also said that the government should immediately take action against the erring diplomat.

Sharma had said he received the threat over telephone after the fourth round of prime ministerial election on Friday for lobbying with Mades-based lawmakers to vote for Maoist Chairman Pushpa Kamal Dahal in the prime ministerial election held that day.

In the letter signed by Maoist party's chief whip Post Bahadur Bogati, Sharma also said that the incident of an Indian Embassy official issuing death threat to the country's lawmaker was tantamount to an attack on the national sovereignty.

The letter also states that besides issuing warning and death threats, the Indian Embassy official also warned him that his daughter, an 11th grader at Kendriya Vidhalaya run by the Indian Embassy in Kathmandu, would be expelled from the school.

A meeting of the Maoist office bearers had on Saturday decided to summon Indian Ambassador to Nepal Rakesh Sood and other embassy officials for an official response on the alleged death threat issued by an Indian Embassy official. nepalnews.com

CA member Sharma resigns, Says no compromise with Nepal Sovereignty

Nepal’s Maoist leader of Madhesi origin, Mr. Ram Kumar Sharma, who claimed in a televised interview that he was threatened by an intelligence operative at the Indian Embassy in Kathmandu, August 6, 2010, has resigned from his post of Nepal Constituent Assembly member.

Mr. Sharma who had won the Constituent Assembly elections representing the Tarai Madhesh Loktantrik Party, TMLP, from constituency 4 of Mahottari district had joined the Unified Maoists’ Party a year earlier.

In the resignation that he tendered to the chair of the constituent assembly, Subash Chandra Nembang, Mr. Sharma writes, “The Tarai Madhesh Lokatantrik party is the party of Feudal, former Panchas and of the land lords. The TMLP out of excessive pressure being exerted by the Indian Embassy has initiated the process of my expulsion as a CA member. I will not compromise on Nepali nationalism and sovereignty to save the post of the CA membership.

Mr. Sharma talking to the ABC Television Channel had claimed that his life was threatened by Counselor Subrat Das of the Indian Embassy and Ambassador Rakesh Sood of India too had personally called him (five times) and warned him of dire consequences for his activities in influencing the Madhesi parties to vote in favor of Maoists’ Chairman Pushpa Kamal Dahal in the prime ministerial election.

Apoorva Srivastava, the Indian Embassy spokeswoman, talking to the Nepali media August 8, 2010, had disclosed that allegation against the embassy official was highly unfortunate and baseless.

Ms. Srivastava also claimed that the allegation has come at a time when positive outcomes of the ongoing talks between Chairman Pushpa Kamal Dahal and India were expected to come soon.

“As per the wishes of Chairman Pushpa Kamal Dahal to establish friendly ties between his party and India…India was preparing to provide positive response…but, the baseless allegation made against our senior embassy official and the way the issue was distorted in the media…it will hardly lead to brighter prospects for the Maoists”, said Ms. Srivastava talking to the media the other day.

The Ram Kumar Sharma episode is being taken as one of the worst event in the entire diplomatic history of Nepal-India bilateral relations which in many more ways than one has exposed the extent of Indian penetration in Nepali affairs.

Those Nepali nationals have been deprived of food and proper treatment in Libya not mention of breach of the agreement of their salary as agreed while working in the company based in Libya.

 

Your Excellency, I do not have to remind You that we both are the members of the Non-aligned Movement and enjoy the very cordial relationship. Considering our friendly relationship, we, Nationalist Nepalese living in the United States and elsewhere would like to request Your Excellency that You will consider the matter with utmost urgency and request the Government of Libya back home to provide justice to the captive Nepali Nationals at the earliest.
