SEOC Level 2 - Heightened Awareness - 2023 Riverwatch Operations: May 12, 2023

Alaska State Emergency Operations Center Agency Representatives and Liaisons, for your awareness, SEOC is now operating at Level 2 – Heightened Awareness for annual Riverwatch Operations.

River Watch Operations:

 

Flood Watch: Eagle and Manley Hot Springs through the weekend.

 

Both Riverwatch Divisions will be flying this weekend to monitor ice and river conditions and provide updates to local communities.

SEOC will continue daily operational coordination briefings with the deployed Divisions and will post operational updates throughout the weekend to the First Class Riverwatch Conference.

Several SEOC staff will be on paid standby this weekend to provide ongoing Riverwatch operational support, with additional SEOC staff available for recall if required.

SEOC does not anticipate a request for Agency Representatives and Liaisons to respond to SEOC this weekend unless conditions change dramatically.

 

Upper Yukon Division – Flew from Fairbanks to the Canadian Border and Eagle observing river and ice conditions along the Yukon.

Division observed that the 20-mile ice jam is still there but slowly falling apart and releasing water downriver. There is substantial water in the river system and ice is still intact at Eagle.

In the area of Fortymile Canada on the Yukon River, the Division observed water over the riverbank and into the trees.

On the ground in Eagle, the Division met with the local community and believes they are fully prepared for flooding, with some residences already moving to high ground as a precaution.

Based on observed conditions, Division canceled the Flood Warning at the Tylor Highway Bridge at Chicken as the jam released and water receded. The Division and SEOC coordinated with DOT/PF on bridge assessment and no substantial damages are reported.

Division is still in the air as of this report, assessing the ice jam above Eagle and flying to Circle, and plans to return to Fairbanks tonight.

 

KUSKO Division – flew from Bethel to Aniak and back today with no major changes reported. A strong weather system is approaching the area this weekend which may reduce opportunities for flying the river for observations.

 

West Coast Storm:

A strong Western Alaska storm is forecast for this weekend with shoreline ice shove, high winds, high surf 1-4’ above normal tide, and rai to 1”. Storm risk is focused on the area of Nome to Golovin. SEOC contacted communities in the forecasted impact area today to verify their awareness and discuss preparedness actions. Alaska Department of Environmental Conservation also provide some storm preparedness information for communities.

 

SEOC agency liaisons and representatives are asked to please monitor breakup as it progresses but will be notified if active SEOC operational engagement is required.
