Google is organizing a Google Developer Summit series in Sub Saharan African and has just made the announcement below:

"We invite your technical team to join Googlers and experts from around the world in talks and hands-on codelabs covering Android Apps with a focus on Material Design, building non-native mobile web apps with a focus on Push Notifications and Offline Page Caching for Chrome and more. 

Registration is free, by invitation only, and limited to 70 participants per city."

That's apparently why you could not register. Maybe there'll be a video tie-in or the session would be available to watch after the summit.
