Alaska Swimming House of Delegates, ASI Board of Directors, ASI Committee
Chairs, and Delegates:
Enclosed
are the proposed changes to the Rules and Regulations for the annual Alaska
Swimming House of Delegates (HOD) and Board of Directors meetings. Both meetings will be held in the
Conoco/Phillips Building at 700 G Street in Anchorage April 25th-26th. I hope that you will discuss the
proposals with your clubs membership and be prepared to represent their
thoughts, ideas, and concerns at the annual meeting.
Being an
even year, all Rules and Regulations (RR) proposals must meet with a
9/10ths majority of house members
present and voting in order to pass.
Bylaw (BL) proposals must be approved by a 2/3- majority of house
members present and voting in order to be submitted to USA Swimming for
approval.
This year
there were 12 RR proposals and no BL proposals submitted by the deadline. Any proposals coming from the floor of
the HOD must have 9/10ths of the House members present and voting in agreement
to bring it forward for consideration.
The Board
of Directors meeting will be held Friday, April 25th in Conference
Room ANO-216 at 7p. The House
of Delegates (HOD) meeting will be held in ANO-259 on Saturday only (this is a
change from previous HOD meetings). The HOD
meeting is scheduled to begin promptly at 9:00 a.m. Please plan to arrive early
so that we can begin the meeting on time. Registration will begin at 8:00 a.m.
Elections
for the following board positions will be held: General Chair, Safety Coordinator, Secretary, Finance
Vice-chair, Sanction Coordinator, and Senior Vice-chair
As always these are important meetings with new legislation
and old and new business to go over.
Each registered member team or organizations qualified to vote at the
House of Delegates (hereafter “delegate”) will be responsible for paying two
thirds of the average House of Delegates attendance cost. ASI will
reimburse the remaining third, as well as all reasonable travel costs of Board members.
To qualify
for a reimbursement, all reasonable costs, including estimates if necessary,
must be submitted to the Treasurer by the end of the House of Delegates.
Where delegates from different clubs have shared costs, the cost must be broken
out between clubs. The Treasurer will calculate the actual delegates,
whether those delegates where at the Hose of Delegates or not, yielding an
average cost, ASI will bill the delegate for the difference, which invoices are
due within one month of issue. In
this section, reasonable costs include airfare or mileage and hotel, but not
local transportation or meals.
