Challenging question for uri design

Hello everyone.

I would like to hear opinions on the following question. We are designing the uri structure in a way where the work name will be meaningful. We thought to use some form of the name of the law to build the work uri. However, in reviewing Israeli legislation, we have found many cases where the name of the law was changes. In other cases one law replaces another (new wording). When law content amendment, it is the standard case that generates an expression. But what will be with the work uri when the name of the law changes? A similar (perhaps simpler) case is when one law replace another.

Any ideas?

What you need to use is FRBRalias: http://schema.akomantoso.com/element/FRBRalias and that is supported at every level of the FRBR hierarchy. 

My question to you would be about the IRI design itself - why do you have the name of the law in the IRI rather than the publicly known identifier of the law.
