translator - new AN schema

Hi Luca,

I have updated the translator for the debaterecord to use the new
Akomantoso schema released in May...

-- updated / added minixslt for the new schema and missing elements.....
-- this means the translator for the bills is currently broken -- can
you update it ?
-- i also be a adding translator configs/ mini-xslt for the judgment
documents...

Did you update the code in the SVN with all the modifies that you done?

Dear Ashok, 

I have updated something in order to properly translate the bills. 

You get the new version of the translator from the SVN. 

However, I have a simple example of bill, so we should have more problems with a more complex document. 

If you can send to me a complex document before 31 July I can try to translate it and resolve the eventual errors.
