general feature discussion

Dear hakkers,

our family is growing — check out http://getakka.net — and of course fresh minds have fresh ideas that need to be discussed. Shall we create a repository in the https://github.com/akka organization for this purpose? This thought was triggered in this issue; an alternative could be to discuss all things akka in the akka/akka repository itself. What do you think?

In the reactive-streams initiative the github repo has worked pretty well in order to pull together people from different organisations to work on a shared idea.
So there is at least once precedent where this seemed to work fine. I believe it started as a mailing list prior to moving to github, but can not comment on how well it worked.

Had a short internal debate if a mailing list like `akka-discuss` wouldn't be better - but I guess having it as issues makes it easier to see when a conclusion has been reached (ticket closed), and @ping people as well.
Sounds to me like it may be worth a try.

As a concrete proposal: I’ll create akka/akka-meta as a place for general feature discussion later today unless someone convinces me of a better alternative :-)
