We need a Fabric script for Akara that can be used both to setup an Akara instance, but can also be used by third party packages that bundle Akara, to add their own modules and configuration settings.

Ideally, this use of the script would be *by reference*, removing the need for the third party package to copy-and-edit the script, complicating the ability for it to take advantage of future improvements to the Akara script.
